ST. CLAIRSVILLE, Ohio – In a recent meeting, St. Clairsville City Council addressed the creation of a new position that would incorporate additional human resources responsibilities into the role of the mayor’s administrative assistant.
City Service Director Scott Harvey explained that Mayor Kathryn Thalman had approved an $18,000 salary increase for the added duties. However, a complication arose — the Service Director does not have the authority to set employee salaries; that responsibility lies with City Council.
After discussion, council members voted to officially establish the consolidated position with a salary set at $50,000 per year.
The move aims to streamline administrative functions within the mayor’s office, though the council’s involvement underscored the importance of following proper procedures for salary decisions.
The new position and salary adjustment are effective immediately.
