STEUBENVILLE, Ohio – The Jefferson County General Health District (JCGHD) has requested the assistance of the Ohio State Fire Marshal to take enforcement action at the Wingate Hotel located at 820 University Blvd, Steubenville, Ohio.
The Jefferson County Board of Health voted unanimously to pass a resolution declaring that the Wingate Hotel has failed to meet acceptable sanitary conditions as defined by the Ohio Revised Code (ORC) in sections 3731.09, 3731.11, 3731.12, and 3731.13. The Board of Health requests enforcement action from the State Fire Marshal up to and including closure due to the conditions at the property.
As per the revised code section 3731.21, “if a health official determines that an owner, keeper, or lessee has not complied with the requirements for sanitation specified in sections 3731.09, 3731.11, 3731.12, and 3731.13 of the Revised Code, the health official shall notify the State Fire Marshal, and the State Fire Marshal may take any action permitted under this chapter that the State Fire Marshal determines is appropriate.”
The Wingate Hotel was inspected by the Fire Marshal’s Code Enforcement Inspection District in collaboration with city and county health personnel on July 8, 2025. The hotel was required to undergo a mold assessment and structural assessment as a result of the inspection. The mold assessment has been completed and is awaiting remediation plans.
Due to the mold assessment, the breakfast area will remain closed until mold remediation is complete in order to protect public health. The Jefferson County General Health District closed the pool in June 2021 when the hotel operated as the Hampton Inn. The structural assessment is still pending.
