Ohio Lawmakers Push “Taxpayer Freedom Trilogy” to Reform Property Taxes

COLUMBUS, Ohio — A sweeping new push to reform property taxes is gaining traction at the Ohio Statehouse, as Republican lawmakers introduce a package of three bills aimed at increasing voter control, transparency, and accountability, according to WEWS.

Dubbed the “Taxpayer Freedom Trilogy,” the proposals were introduced on August 25 and are being spearheaded by Ohio Rep. Gary Click (R–88th District). Click said the goal is to ensure residents know exactly how much they’re paying, why they’re paying it, and how tax dollars are being used. Click represents Sandusky and Seneca Counties in the Ohio House.

The package includes three separate bills:

  • House Bill 1: “Discontinuing the Continuum” – eliminates perpetual tax levies and requires voter approval for renewals. All existing levies would expire by 2030.
  • House Bill 2: “Arresting the Inside Millage” – gives voters the power to reduce the property tax rates local governments can impose without a public vote.
  • House Bill 3: “Triumph of the Taxpayer” – changes voter approval thresholds for new levies, making it harder to raise taxes.

Supporters say the changes would stop government overreach and prevent residents from being forced into higher property taxes without consent.

Opponents, however, warn that the legislation could destabilize school funding and weaken critical community services. Education leaders and local officials argue the measures could slash budgets for public schools, police, and fire departments.

The bills are expected to be debated in upcoming legislative sessions.
