NEW PHILADELPHIA, Ohio — The Tuscarawas County Board of Developmental Disabilities is introducing Ohio’s Blue Envelope Program to help improve communication between people with developmental disabilities and first responders during traffic stops or emergencies.
The free Blue Envelope Packet includes a blue envelope for storing identification, vehicle registration and insurance, along with decals and wallet cards to alert officers that additional communication support may be needed. The program was originally developed by the San Diego Sheriff’s Department and has since been adopted nationwide.
