Lucas Levi Sims, 41, formerly of East Liverpool, was served with two warrants after completing a seven-year prison sentence at the Belmont Correctional Institution.
According to authorities, Sims was taken into custody by Hancock County Sheriff’s deputies in connection with the August 2016 death of James Perl.
Instead of being released from prison, Sims was transported to the Northern Regional Jail, where he remains while prosecutors prepare to present evidence to a grand jury.
Sims had been serving a sentence for assaulting another man.
