East Liverpool Road Project Included in $97 Million Statewide Safety Investment

EAST LIVERPOOL, Ohio — A major roadway reconstruction project in East Liverpool is among dozens of transportation safety improvements announced Monday by Governor Mike DeWine and the Ohio Department of Transportation.

The project focuses on State Route 39 in Columbiana County and will reconstruct about 2.5 miles of roadway through East Liverpool. Planned improvements include new signage, pavement markings, sidewalks, a multi-use path, pedestrian crossings and upgraded lighting. A roundabout will also be constructed at the intersection of Parkway Avenue and Boyce Street.

The East Liverpool project is part of a larger federal grant initiative valued at $37 million and is currently in the preliminary engineering phase. Construction is anticipated in 2027. Funding includes approximately $1.9 million through the state safety program supported by the DeWine administration.

Statewide, ODOT announced 39 transportation projects in 27 counties funded through the Highway Safety Improvement Program. The projects, scheduled between state fiscal years 2026 and 2031, are designed to reduce fatal and serious injury crashes through improvements such as roundabouts, turn lanes, intersection upgrades, high-visibility crosswalks, sidewalks and bike lanes.

The Highway Safety Improvement Program targets road locations with a history of fatal or injury crashes where previous safety measures have not been effective. The current round of projects is funded by $97.2 million, representing the largest per-capita investment in roadway safety in the nation and contributing to several consecutive years of reduced traffic fatalities and serious injuries in Ohio.
