Marshall County PSD No. 1 Facing Proposed Water Rate Increase

MARSHALL COUNTY, W.Va. — Customers of Marshall County Public Service District No. 1 could soon see higher water bills under a rate increase recommendation issued by staff of the West Virginia Public Service Commission.

According to a public notice published in the Moundsville Echo, Marshall County PSD No. 1 filed an application with the PSC on August 5, 2025, seeking increased rates and charges for water service provided to approximately 1,445 customers in Marshall County.

PSC staff has recommended an overall revenue increase of approximately 19.52%, which would generate an estimated $145,085 in additional annual revenue for the district.

For a typical residential customer using 3,400 gallons of water per month, the proposed increase would add about $6.43 per month to the average bill, representing a 19.55% increase over current rates.

Commercial customers using an average of 20,000 gallons per month would see an increase of approximately $34.01 per month, or 19.51%.

The recommendation also includes increases to monthly minimum charges, bulk water sales rates, leak adjustment rates, and reconnection fees.

Residents who wish to protest the proposed changes must submit comments to the Public Service Commission within 10 days of the publication date of the notice. The PSC may ultimately approve rates that are the same as, higher than, or lower than the staff recommendation.
