St. Clairsville Council Approves 2027 Budget, Continues Discussion on Employee Pay Raises

ST. CLAIRSVILLE, Ohio — St. Clairsville City Council has approved the city’s 2027 budget following the third and final reading of the ordinance during Monday night’s council meeting.

Council members also held a third reading of a separate ordinance that would increase annual compensation for city employees, including all non-elected, non-union personnel. A final vote on the measure was not taken during the meeting.

Mayor Kathryn Thalman said she supports the proposed pay increases and hopes council approves the ordinance in the near future.

“I’d rather see it happen sooner than later,” Thalman said, adding that council members are carefully reviewing the proposal and its financial impact while working to support the city’s employees.

Council is expected to consider a final vote on the compensation ordinance during its next regular meeting, scheduled for Monday, Aug. 3, at 7 p.m.

If approved, the ordinance would increase annual compensation for eligible non-union, non-elected city employees.
