Belmont County Board of Elections officials update commissioners on this year’s election process

ST. CLAIRSVILLE, Ohio – Two officials from the Belmont County Board of elections updated county commissioners on this year’s election proceedings at the Wednesday commission meeting.

Belmont County Board of Elections Director Aaron Moore and Deputy Director Kamron Chervenak told commissioners that voting in Ohio is “safe and secure.”

Moore said the elections board staff reviews and crosschecks ID’s, birthdates and addresses on ballots to match them with the registered voter. He added that a bipartisan team of workers staffs the office to ensure fairness when processing ballots.

Moore said that more than 10,000 ballots have been cast so far. He said this includes 3,118 ballots cast in person and 7,500 mail-in ballots. Moore added that 50 percent of mail-in ballots have already been returned.

There is a ballot drop-off box at the elections headquarters located at 52180 National Road in St. Clairsville, but Moore said there are rules to follow when using this box. Only the person to whom the ballot belongs can drop it in the box unless the absentee voter is disabled. Moore said this system works on the honor system but is meant to prevent ballot harvesting. He said the box is monitored 24 hours per day either by staff or video surveillance and the video is reviewed.

Voters can also track the status of their ballots on the election board website.

Moore said electronic voting machines are not an issue here since Belmont County only uses paper ballots. Ballots are also audited after the election.

If a voter is hospitalized, elections board staff can take the ballot to them, Moore explained.

The general election date is Tuesday, Nov. 5. Polls are open from 6:30 a.m. to 7:30 p.m.

Six people who were not U.S. citizens indicted for illegal voting in Ohio

COLUMBUS, Ohio –  Six individuals have been indicted for illegal voting in past elections, Ohio Attorney General Dave Yost announced in a press release Tuesday.
 
“The right to vote is sacred,” Yost said. “If you’re not a U.S. citizen, it’s illegal to vote – whether you thought you were allowed to or not – you will be held accountable.”
 
Special prosecutors with Yost’s office presented seven cases to grand juries last week:

  • Ramesh Patel, 68, of North Royalton, was indicted in Cuyahoga County on one count of illegal voting. Patel lacked U.S. citizenship when he allegedly voted in 2014, 2016 and 2018. He is scheduled to be arraigned at 8:30 a.m. on Nov. 1.
  • Lorinda Miller, 78, of Hudson, was indicted in Summit County on two counts of illegal voting. Miller is a legal permanent resident but lacked U.S. citizenship when she allegedly voted in 2016, 2017, 2018 and 2019.
  • Nicholas Fontaine, 32, of Kent, was indicted in Portage County on one count of illegal voting. Fontaine is a legal permanent resident but lacked U.S. citizenship when he allegedly voted in 2016 and 2018. He is scheduled to be arraigned at 1 p.m. on Dec. 2.
  • Ahmed Aden, 35, of Columbus, was indicted in Franklin County on one count of illegal voting. Aden is a legal permanent resident but lacked U.S. citizenship when he allegedly voted in 2008 and 2020.
  • Van Thuy Cooper, 53, of Hilliard, was indicted in Franklin County on one count of illegal voting. Cooper is a legal permanent resident but lacked U.S. citizenship when she allegedly voted in 2016 and 2020.
  • Maria Dearaujo, 62, of Columbus, was indicted in Franklin County on one count of illegal voting. Dearaujo is a lawful resident but lacked U.S. citizenship when she allegedly voted in 2016 and 2018.

Illegal voting is a fourth-degree felony.

“Irregularities like this are rare, and this is a small number of cases,” Yost said. “We should all be confident in the upcoming election, knowing that the laws are being enforced and will continue to be enforced.”

A seventh case was presented to a Lorain County grand jury, which issued a “no-bill” indictment, declining to charge the individual. The uncharged subject, an Oberlin college student, was alleged to have voted in Ohio and Washington in 2018.

Ohio Revised Code 109.95 states that the Ohio Attorney General’s Office may initiate a criminal proceeding for election fraud for a violation of Ohio law “involving voting, an initiative or referendum petition process, or the conducting of an election” by presenting evidence of the violation to the county prosecutor. If the county prosecutor fails to proceed with the prosecution “within a reasonable amount of time,” the Attorney General’s Office may prosecute.

Each case was previously referred to the county prosecutor whose office has jurisdiction in the location of the alleged activity.

The Ohio Bureau of Criminal Investigation investigated the cases. Ohio Revised Code 109.54 grants BCI authority to investigate criminal activity related to the conduct of elections when requested by the Ohio Secretary of State.

BCI continues to conduct investigations concerning voter fraud and has made additional referrals to county prosecutors.

Indictments are criminal allegations. Defendants are presumed innocent unless proved guilty in a court of law.

Steubenville boil order lifted

STEUBENVILLE, Ohio – The city of Steubenville announced Tuesday afternoon that the boil advisory that has been in effect for the West End Water System has been lifted.

Work for water line break scheduled for St. C. on Wednesday

ST. CLAIRSVILLE, Ohio – Repairs to fix a water break located in the area of 137 Overbaugh Avenue will take place tomorrow morning, Wednesday, October 23, according to the city’s website.

The following addresses may experience water loss, discoloration, and pressure issues as repairs are being made:

Belmont County Humane Agent answers fraud, neglect allegations

BELMONT COUNTY, Ohio – Julie Larish, the Belmont County Humane Agent and treasurer of animal rescue group Belmont County Hoof & Paw, was live Monday morning in the River Talk Studios with host Dimitri Vassilaros to answer serious allegations of fraud and animal neglect leveled against her by other animal advocates.

Larish says dealing with the allegations has been a “nightmare.”

Ohio Attorney General Dave Yost is currently investigating Larish following two complaints alleging fraud and animal neglect. The complainants are Lisa Higgenbotham and Cindi Yanez, both of St. Clairsville. Yanez is the Harrison County, Ohio Dog Warden.

Larish said she learned about the allegations when River News Network contacted her.

Larish said she would answer the allegations, but first she offered information about her background, saying she was an Ohio Valley native who left the area in 1995 and returned 20 years later. She said she rescued horses in Idaho then offered to help the Belmont County Sheriff’s Office with livestock rescue when she returned.

She says she became a Humane Agent and opened Belmont County Hoof & Paw in 2019 after seeing repeat offender animal abusers go unpunished, citing a local farm where hundreds of animals were found dead.

Larish explained that she takes a long time to complete an investigation and denounces critics who claim she only takes animal abuse cases she can win in court.

Larish said she looked up to Yanez but thinks Yanez disagreed with the way she handled two cases, including one in Barnesville, Ohio where a dog adopted from the Harrison County Dog Shelter was allegedly starved to death in a basement.

Larish claims the Barnesville Police Department told her they did not have probable cause to enter the home, so she could not do anything to help the dog. When she finally gained access to the house, she found the only outline of the dog’s body on the floor with fur and “oily” matter. Larish said Yanez likely approved the adoption of this dog to the people who allegedly killed it, but Yanez probably thought it was an appropriate placement.

She said most of the dogs she investigates are close to dying in the next 48 hours.

She said she first does a welfare check on the animal and determines what the issue is and if she can help. For example, are the owners not properly feeding the animal, is it receiving vet care, and does it have an underlying health issue like Lyme disease or Cushing’s?

Bowen moved to Belmont County from Orange County, California in 2021 and Larish helped her board her two horses. Bowen insists that Larish takes good care of those horses and denies seeing any deplorable conditions or animal abuse or neglect on Larish’s property.

Larish lives on the property at 49586 Key Road in Jacobsburg where she runs Belmont County Hoof & Paw. She also ran another animal group, RJ Ranch, at that same location. In 2016, then-Ohio Attorney General Mike DeWine filed a lawsuit in Franklin County court against Larish and the ranch following a complaint and subsequent investigation into finances and solicitations.

Larish and RJ Ranch, Inc. entered into an “assurance of discontinuance” with the Ohio AG after the AG determined that they had “reason to believe that Defendants are in violation of the Ohio Charitable Organizations Act, the Ohio Charitable Trust Act and common law…”

DeWine found that Larish and RJ Ranch breached their fiduciary duties, failed to maintain true records of their solicitation activities, and provided false or misleading information in response to requests from the Attorney General.

Larish told Dimitri that there were no criminal charges regarding her and RJ Ranch.

Bowen and Larish say they have 31 dogs in rescue now. Larish said they also have some horses which cannot be ridden due to health issues and lack of training. They plan to send some of those horses to a sanctuary in Kentucky.

Larish denies having any financial issues. She said a church in Warnock, Ohio gave Belmont County Hoof & Paw a $25,000 donation and said she has bank records from Huntington Bank to show she made the deposit. One complaint to the Ohio AG says the money cannot be found. Larish said she provided the past 24 months of bank records to the Ohio AG along with all meeting minutes except Jan. 2024 which were misplaced.

Larish says Belmont County Hoof & Paw relies on donations to operate. She said they received $49,000 in donations last year. She also receives $200 per month from Belmont County general funds for her work as the county humane agent.

Dimitri noted that some of the allegations against Larish are personal and directed at her family. Larish said there is a history of animal groups fighting each other online and in personal attacks but she insists she has nothing to hide.

We will hear more about this case on Wednesday from the perspective of Larish’s accusers.

Village of Bellaire interviews for new administrator

BELLAIRE, Ohio – At Thursday night’s Village of Bellaire council meeting, Mayor Edward Marling announced that he had interviewed a man for the village administrator position and would invite that person back for a second interview. He did not name the person.

Council also heard a presentation from Larry Taylor, Energy/Aggregation Specialist for Trebel Energy, concerning a measure on the Nov. 5 ballot on gas aggregation for Pultney Township where Bellaire is located. Taylor said gas aggregation could save villagers money as it had with electric aggregation. Taylor proposed a meeting for village residents to explain the aggregation process and how it could potentially be beneficial. Council members will determine a date and location for the meeting.

Police Chief J.J. Watson announced that Patrolman Connor Probst submitted a resignation letter and would be taking a job in Shadyside. Watson said Probst resigned due to pay and issues interacting with other people.

Council considered an emergency resolution concerning police salaries.

Council discussed other personnel changes in the village and Councilwoman Janet Robinson suggested making job descriptions for village positions.

Councilwoman Elizabeth Dugmore emphasized that the village has a dog waste ordinance and urged pet owners to pick up after their dogs. Watson agreed to enforce the ordinance.

Village of Bellaire council meets the first and third Thursday of each month at 6 p.m.

Swiss Hills Career Center Fall Cruise In this weekend

MONROE COUNTY, Ohio – The 1st Annual Swiss Hills Career Center Fall Cruise In is Saturday, Oct. 19 at the Monroe County Fairgrounds in Woodsfield.

The event runs from 1 to 4 p.m. and benefits SKILLS USA/SHCC Students.

Cars, raffles, music and food are featured. Motorcycles are welcome.

100.5 WOMP-FM will be on hand.
