EAST LIVERPOOL, Ohio — Police now believe the case of an emaciated dog allegedly thrown from a car in East Liverpool was a staged incident.
Authorities say 42-year-old Paula Parks is suspected of fabricating the report. Parks appeared in East Liverpool Municipal Court to face a misdemeanor charge of making false alarms to a law enforcement agency. She entered a not guilty plea.
Officials noted that the alleged abuse occurred outside of the city’s jurisdiction. Detective Price will follow up with the appropriate department.
