BELMONT COUNTY, Ohio – The teen accused of making bomb threats to several St. Clairsville businesses in March appeared in court Monday afternoon for his formal arraignment.
Larry Allen Harvey, 18, faced a judge following a grand jury indictment related to multiple multiple bomb threats to eight businesses in St. Clairsville Ohio Valley Plaza area on March 24. During the proceedings, Harvey’s defense attorney entered dual pleas of not guilty and not guilty by reason of insanity.
Belmont County Prosecutor Kevin Flanagan explained that the dual plea serves to both deny the legal elements of the charges and provide a potential psychiatric explanation for the defendant’s alleged actions should the case proceed to a conviction.
The court has not yet scheduled a trial date. According to the prosecutor’s office, a comprehensive mental health evaluation must be completed before the case can move forward. Flanagan indicated that the scheduling of a trial is unlikely for at least two months while officials wait for the results of that evaluation.
