SCIOTO COUNTY, Ohio — A 71-year-old Scioto County man is facing multiple felony charges following an investigation into the alleged sexual assault of a child.
According to the Scioto County Sheriff’s Office, Estel Winn, 71, of Minford, has been charged with five counts of rape involving a child under the age of 13.
Sheriff David Thoroughman said the investigation began after the county’s 911 center received a call at approximately 1:20 a.m. requesting emergency medical assistance for a child experiencing physical pain.
Deputies responded to the scene and, during their investigation, determined the child’s injuries were consistent with a reported sexual assault.
The child was transported outside the area for specialized medical treatment.
Authorities said Winn was taken into custody during the investigation and booked into the Scioto County Jail. He is being held on a $125,000 bond and is scheduled to appear in Portsmouth Municipal Court.
The Sheriff’s Office said the investigation remains active, and additional charges could be presented to a Scioto County grand jury.
