Ohio State Highway Patrol looks to reduce fatal crashes this Thanksgiving holiday by enforcing safe driving

COLUMBUS – The Ohio State Highway Patrol (OSHP) will be out in full force this holiday weekend across the Buckeye State. Troopers will have an enhanced presence in an effort to promote and enforce safe driving.

They urge drivers to buckle up, never drive impaired and always follow traffic laws ahead of what is traditionally one of the busiest travel periods of the year.

Troopers will be highly visible and cracking down on impaired drivers and those failing to wear a safety belt from Wednesday, November 27 at midnight through 11:59 p.m. on Sunday, December 1.

“As we enter the busy holiday travel season, I urge all Ohioans to be safe and smart while behind the wheel,” said Ohio Governor Mike DeWine. “All drivers have the opportunity to prevent senseless tragedies by driving responsibly, wearing a seat belt, and remaining focused on the road.”

Many Thanksgiving celebrations involve alcohol, which increases the possibility of impaired driving. During last year’s Thanksgiving reporting period, which ran from November 22 through 26, there were 12 fatal crashes in which 13 people were killed. Within the same reporting period, five crashes and six fatalities involved alcohol and/or drugs. Of the nine fatalities in which safety belts were available, two were unbelted. Two pedestrians and two motorcyclists were killed during this time frame.

“As we gather this Thanksgiving, we want everyone to enjoy a safe holiday,” said Colonel Charles A. Jones, Patrol superintendent. “By designating a sober driver, staying focused on the road and ensuring everyone is properly wearing a safety belt, you’re not just protecting yourself – you’re helping to save lives.”

The Patrol also made 326 arrests for impaired driving.

Motorists are encouraged to safely call #677 to report impaired drivers, drug activity or stranded motorists on Ohio roadways.

Group clears one hurdle to end qualified immunity for Ohio police officers

COLUMBUS, Ohio — An amendment to end legal protections for police officers and some government employees in Ohio cleared one hurdle to reaching the ballot with a decision Monday by Ohio Attorney General Dave Yost.

The group backing the amendment, the Ohio Coalition to End Qualified Immunity, needs 420,000 valid signatures to place the amendment on the ballot for Ohio voters, according to the Statehouse News Bureau.

On Monday, the Ohio Attorney General’s Office accepted the group’s untitled petition summary of a proposed constitutional amendment that seeks to add an Article I, Section 23 to the Ohio Constitution eliminating qualified immunity for peace officers.

The office previously rejected the petition summary, which was submitted on July 15, citing the absence of a title. But a Nov. 8 ruling by the Ohio Supreme Court prompted Attorney General Dave Yost’s office to re-evaluate the summary.

In a statement, the Ohio Attorney General’s Office said the Attorney General’s role in the petition process is limited to determining whether the proposed summary is “fair and truthful,” accurately reflecting the proposed statute or constitutional amendment. In its ruling, stemming from a separate petition summary, the high court said Ohio law authorizes the Attorney General to evaluate only a petition summary, without the title.

Yost re-evaluated the summary only, deeming the petition to be fair and truthful. In a letter to the petitioners, however, he reiterated his belief that the petition summary without a title is misleading.

“I stand by my position that the title of a proposed constitutional amendment is an indispensable piece to determining whether the summary of it is fair and truthful,” he wrote.

The summary’s certification by Yost’s office now triggers the next step in the constitutional amendment process, which means the Ohio Ballot Board must now determine whether the proposal contains a single constitutional amendment or multiple constitutional amendments.

If the board certifies the proposal, the petitioners must then collect signatures from registered voters equal to at least 10% of the vote cast in the most recent gubernatorial election.

Opponents of the amendment say ending qualified immunity would cause lawsuits and liability issues for officers. Proponents say the amendment would hinder officers from violating citizens’ civil rights.

The full text of the certification letter and the petition can be found here.

Christmas comes early for Belmont County employees

ST. CLAIRSVILLE, Ohio – The Belmont County Commissioners met a day early on Tuesday, Nov. 26 due to the Thanksgiving holiday.

Holidays may be a little more festive for Belmont County employees after commissioners approved a revision to the county policy manual to add Christmas Eve as a paid holiday.

The board also approved a motion for the purchase of property from the Ronald Reger Trust for a right-of-way needed to replace a bridge on Glen Run Road. The Belmont County Engineer’s office will complete the bridge project.

The board approved a request from the Wayne Township Trustees to reduce the legal axle road limit on the township’s roadways by 50 percent from Dec. 1, 2024 through April 15, 2025 based upon the recommendation of Belmont County Engineer Terry Lively.

Commissioners agreed to sign a grant funding document from NatureWorks specifying that the Belmont County Dog Park will be used only for public recreation or nature purposes.

Commissioners agreed to notify the Ohio Division of Liquor Control that they do not request a hearing and have received no objections to the transfer of a liquor license from Lafferty Lodge No. 1462 Loyal Order of Moose & Grassy Patio on Harrah St. in Lafferty to Lafferty Lodge 1462, Loyal Order of Moose on Mt. Hope Road in Lafferty.

Commissioners announced two upcoming changes to their regular meeting schedule:

  • Will meet Tuesday, Dec. 3 at 9 a.m. instead of Wed., Dec. 4 due to a scheduling conflict
  • The Wed., Dec. 11 meeting will begin at 11 a.m. instead of 9 a.m. due to a scheduling conflict

Bats and waterways: ODOT explains Blaine Hill Bridge construction delays

BELMONT COUNTY, Ohio – On Monday’s Dimitri! Live & Dangerously Local!™️host Dimitri Vassilaros questioned Lauren Borrell, Public Information Officer for ODOT District 11, about why work on the Blaine Hill Bridge won’t start until 2027.

The new name for the project is the U.S. Route 40 Blaine Hill Arches of Memory Rehabilitation.

Borrell says the Blaine Hill Bridge had about 7,500 vehicles traveling across it along U.S. Route 40 before ODOT closed it in early August. The closure is a traffic nightmare for Belmont County residents.

Borrell said the Blaine Hill Bridge was originally constructed in 1932 and is a registered, historical bridge. ODOT’s goal is to preserve the historical value of the bridge when they rehabilitate it. She said ODOT has continued to maintain the bridge over the years. She called it a “massive bridge” which is more than 700 feet long with steel arches.

In 2012, ODOT did a minor rehabilitation on the bridge and inspects it every year, even though federal requirements are every two years. Borrell said ODOT was planning a project to rehabilitate the bridge in 2030. But during the early inspection in 2023, engineers began to see signs of rapid deterioration. She calls the deterioration “completely unexpected.”

Borrell says ODOT plans to begin work on the bridge in January 2027.

She explained the reason for the delay is a need for planning and environmental studies. She also explained that it is critical that ODOT does every step of the bridge rehab correctly.

it’s very critical for every project that we follow, this project development process, which is the planning, preliminary engineering, environmental engineering, and then, of course, the final engineering instruction is all included in that. And as I said, this is a very big bridge. It’s about 700 feet long, and a lot of steel under there that has to be read.

Lauren Borrell, Public Information Officer for ODOT District 11

Borrell said ODOT must also consider how bridge construction will affect the waterway and animal species under the bridge, specifically bats, which are a federally-protected species. Borrell said these studies take quite a bit of time.

ODOT will also hold a public comment session on bridge construction at a date to be announced.

For more information and project updates, visit the ODOT website here.

ODOT District 11 covers Belmont, Jefferson, Harrison, Carroll, Columbiana, Tuscarawas and Holmes counties.

Ohio Attorney General, Other AGs & DOJ Propose Final Judgment to Rein In Google’s Alleged Anticompetitive Practices

COLUMBUS, Ohio — Ohio Attorney General Dave Yost along with 37 of his colleagues and the U.S. Department of Justice have recommended a plan to resolve what they call Google’s anticompetitive conduct and promote fair competition in the internet search and advertising markets, according to a press release.

The proposed final judgment, filed in the U.S. District Court for the District of Columbia, marks the most recent development in a lawsuit dating to 2020 that accuses Google of illegally maintaining a monopoly through exclusionary contracts and other conduct.

“Greater choices and transparency are the framework for true competition,” Yost said. “Addressing Google’s anticompetitive behavior is crucial to protecting consumers – our top priority.”

The proposal asks the court to implement a series of remedies to curb Google’s monopolistic practices, including a divesture of the Chrome browser from Google to restore competition in the general search market.

The key provisions include:

  • Search-engine choice. Google would no longer be allowed to pay for default search-engine placement on devices, browsers or other search access points. Instead, it could display a “choice screen” — offering users alternatives — that would be subject to the approval of a Technical Committee and, ultimately, the attorneys general and Department of Justice (DOJ).
  • Data sharing. Google would be required to provide specified search-engine and advertising data to competitors, enabling short-term competition and promoting long-term innovation in the marketplace by allowing competitors to quickly generate enough scale to meaningfully compete.
  • Consumer education. Google would fund a public educational campaign to inform users about the outcomes of the judgment and the new choice-screen options. Users selecting non-Google search engines would possibly be eligible for short-term financial incentives.
  • Prohibition on self-preferencing. Google would be prohibited from using its control over other products, such as Android, to undermine the judgment’s remedies. Significant penalties, including the divestiture of Android, may be imposed for violations.

To oversee implementation and enforcement of the judgment, a five-member Technical Committee would be established to monitor Google’s compliance and report the company’s progress to the attorneys general. Most of the judgment provisions would remain in effect for 10 years, ensuring long-term accountability and market fairness.

In addition to Yost and the DOJ, the coalition includes the attorneys general of Alaska, Arizona, Colorado, Connecticut, Delaware, Hawaii, Idaho, Illinois, Iowa, Kansas, Maine, Maryland, Massachusetts, Minnesota, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Dakota, Tennessee, Vermont, Utah, Virginia, Washington, West Virginia, Wyoming, the District of Columbia, Guam and Puerto Rico.

Who’s in court today?

BELMONT COUNTY, Ohio – Here is the Belmont County court docket for Wednesday, November 27 from the court website.

11 cases are scheduled.

The schedule is subject to change per the site, which states “that not all events may be represented in the event list. The court has discretion over the information displayed. Teenager dies in Marshall County fire

MARSHALL COUNTY, W.Va. – A Moundsville teenager has died after a house fire early this morning, according to Tim Rock, Public Information Specialist for the West Virginia Office of the State Fire Marshal.

The fire occurred at a house located on Walnut Avenue in Moundsville around 2 a.m.

The victim, a 16-year-old male, was found deceased inside the home by responding firefighters.

They alerted the West Virginia State Fire Marshal’s Office for an investigation. WVSFMO investigators responded and found that the cause of the fire was undetermined but most
likely accidental in nature.

The Office of the State Fire Marshal stated Friday afternoon that the victim has been sent to the WV State Medical Examiner’s Office for autopsy and positive identification.
