Bellaire water board discusses smart meter installation frustration, customer bills

BELLAIRE, Ohio – Members of the Village of Bellaire Water Board and water department workers met early Thursday morning to discuss many issues including smart water meter installations and customer water bills.

The Village of Bellaire continues its smart water meter installation project, and board members say only approximately 240 meters need to be installed. Newman Plumbing is doing the installations but some board members themselves as well as village residents are frustrated with the lack of communication with that company.

Two board members stated that they received post cards in the mail advising them to schedule an installation with Newman Plumbing. One board member said she called the number twice over two days but could not reach anyone or leave a message since the voicemail was full. She then emailed Newman Plumbing and finally received a response. She said the installation service was good, though. Another board member said he had difficulty reaching the company but once his meter was installed the service was very good. Water department staff is receiving phone calls from irate and frustrated customers about this communication issue.

The board said a business customer, Bellaire Harbor, asked for a credit on a $5,427 bill after he claimed that a high read of water usage occurred due to water bypassing due to gravel and scale in the “RPZ.” The board said the customer contends this is the village’s issue but board members said the same issue occurred in 2017. Village officials say they told the business owner to add a strainer. A village water department worker said a plumber needs to do an emergency shut off and that the business did not have a properly functioning backflow unit. One board member said Bellaire Harbor has had this issue three times and should pay its bill.

The board said every commercial business in Bellaire needs a testable backflow prevention device. This is a state rule and is measured by degrees of hazard. For instance, medical offices and hair salons must have this equipment in case there is a leak involving chemicals. Residences are held to a lower standard.

Zachary Warner, Village of Bellaire Water Distribution Supervisor, and the board discussed adding a part-time meter reader and Warner said he has a candidate in mind who has worked for the village for 3 weeks. He said Mayor Edward Marling preferred another candidate who has worked for the village 6 months but does not have a drivers license. The board stated a drivers license is required for the role since the meter reader drives a village vehicle to locations throughout town.

The board granted a payment plan for one resident who had a water leak and incurred a large bill. Board members said the person had a good payment record but ran into an issue in her home with the water but that is being resolved.

Another resident who lives on Route 214 spoke to the water department prior to the meeting about a “high read” of water usage and asked for an adjustment. The board explained the person’s meter was read toward the end of the month which can produce a high read. The board said the new meter should “even out” the readings so the man has an accurate water read and bill going forward. The board agreed to remove a penalty from his bill.

Hundreds flock to The Highlands for TurkeyThon 2024!

OHIO COUNTY, W.Va. – Hundreds of Ohio Valley residents flocked to Shults Ford in The Highlands Thursday afternoon to experience TurkeyThon 2024!

Shults Ford Wheeling teamed up with WOMP-FM 100.5 to give away 300 FREE turkeys from Riesbeck’s Foods to local residents.

DJ Johnny O was on hand along with River Network folks to help with the giveaway.

A long line of cars crossed the parking lot as people waited for a free turkey. The event was a great success.

Traffic & Parking Information for Wheeling Fantasy in Lights Parade

WHEELING, W.Va. – The City of Wheeling released the following advisory concerning Friday’s Christmas parade:

The Wheeling Police Department will close the following roads and enact parking restrictions in the Center Wheeling/downtown area on Friday, November 22 for the annual Fantasy in Lights Parade.

Due to ongoing downtown construction, the parade route will travel through Center Wheeling again this year. It will start at the intersection of 24th and Market Streets and will make a right turn, traveling north along Main Street for several blocks. The route will then make another right turn at 20th and Main Streets, ending at the next intersection.

The public is urged to arrive early for the parade and be mindful of the influx of pedestrians and vehicles in Center Wheeling. The Intermodal Parking Garage – located at 1401 Main Street will be open for parade parking. The Wheeling Police Department will have officers stationed at several intersections to direct traffic on foot, bikes, and patrol cars.

ROAD CLOSURE INFO:

  • Most roads in and around Centre Market will close to the traveling public at 5:30 p.m. This area includes Main and Market Streets from 20th to 26th Streets. Only those with floats or involved in the parade will be permitted in this area once closed.
  • The west side of Market Street from 22nd – 23rd Street will close a bit earlier at 4 p.m.
  • Chapline Street will remain open to traffic, except for the stretch between 20th and 22nd Street for ongoing demolition work.

PARKING INFO:

  • Parking meters will be bagged and marked on Friday with street closure times in various areas during the day.
  • Street parking will still be allowed at most bagged meters FREE of charge until 5 p.m. unless labeled “No Parking All Day” or “Parking until 4 p.m.”
  • Any vehicle parked on the parade route after 5 p.m. will be towed.

Haitian refugee relocates to Belmont County

BELMONT COUNTY, Ohio – One refugee hopes to make Belmont County his home.

A man from Haiti recently resettled in the St. Clairsville, Ohio area and is adjusting well to life in the Ohio Valley, according to Shelley Schramm, Public Assistance Administrator for the Belmont County Department of Job & Family Services.

The man is in his twenties and has a sponsor in St. Clairsville, according to Schramm.

Belmont County Department of Job & Family Services (BCDJFS) is providing refugee services to him including Refugee Cash Assistance (RCA) payments. Schramm said the man will receive $363 per month in RCA and the payments are limited to 12 months.

Schramm explained that BCDJFS does not deal with refugees often, so they sought guidance from Allen County, Ohio, where Lima is located, since that county has a large refugee population.

Schramm says the man already had documentation to allow him to work. He is now working for a retail chain in Belmont County, she said. The man also speaks English and even taught English in his native Haiti.

The State of Ohio provides refugee services to all 88 counties with federal funds. On Monday, Nov. 18, the Controlling Board of the Ohio Office of Budget and Management granted approval to the Ohio Department of Job and Family Services (ODJFS) to increase appropriation authority in the amount of $17 million in 2025 to continue to provide federal funding for services to refugees in the State of Ohio.

ODJFS says most refugees in Ohio decided to live in five specific metro counties: Cuyahoga (Cleveland), Franklin (Columbus), Hamilton (Cincinnati), Montgomery (Dayton), and Summit (Akron).

Schramm said the Haitian man loves Ohio and hopes to live here forever. She describes him as very “pleasant” and “motivated.”

Ohio Department of Job & Family Services approved for $17 million increase for refugee services

COLUMBUS, Ohio – Services for refugees in Ohio will receive a multi-million dollar increase through the Department of Job and Family Services (ODJFS), according to the Ohio Office of Budget & Management (OBM).

On Monday, Nov. 18, the Controlling Board of the Ohio OBM granted approval to the Ohio Department of Job and Family Services (ODJFS) to increase appropriation authority in the amount of $17 million in 2025 to continue to provide federal funding for services to refugees in the State of Ohio.

The increase will go to the ODJFS Foreign Refugees Fund for Refugee Services provided through ODJFS. The current appropriation is $25.3 million and with the newly approved $17 million, the proposed appropriation for 2025 totals $42.3 million.

ODJFS says the $17 million “will support three different aspects of Refugee Services, $8,140,213 for Refugee Cash Assistance (RCA) payments, $6,908,741 for Refugee Support Services, and $1,951,046 for Medical Screenings.”

Bill Teets, ODJFS Communications Director, tells River News Network most refugees are located in Ohio’s metro counties.

Teets says the Refugee Services funds come from the federal government.

All funds for the program are from the Federal from Office of Refugee Resettlement and the Controlling Board request is to give us the ability to utilize those funds.

River News Network followed up with Teets on Tuesday for clarification on the amount of aid each person receives, how long they receive assistance and what other agencies provide services to them. We also asked about employment, education and training outcomes. Teets is gathering this information, and we will report these findings.

In its appropriation request, ODJFS said “The State of Ohio receives Refugee Support Services (RSS) and Refugee Cash and Medical Assistance (RCMA) funding to provide supportive services to refugees and other Office of Refugee Resettlement (ORR) eligible individuals in Ohio.”

ODJFS supports Afghan refugees and Ukrainian refugees through the federal Afghanistan Supplemental Appropriation Act (ASA) of 2021 and Additional Ukraine Supplemental Appropriations Act (AUSAA) of 2022. Cuban and Haitian refugees are also supported as are foreign-born victims of trafficking.

ODJFS states in its funding application that the “State of Ohio receives Refugee Cash and Medical Assistance funding from the Office of Refugee Resettlement (ORR). A portion of this funding includes Refugee Cash Assistance (RCA) payments, which are administered at the county level. Individuals eligible for RCA include refugees, Special Immigrant Visa (SIV) holders, Afghan & Ukrainian Humanitarian parolees, Cuban and Haitian entrants, asylees, and foreign-born victims of trafficking.”

Refugee Cash Assistance (RCA) caseloads have increased from January 2023 to October 2024. Metro counties have the largest RCA caseloads and are allocated a predetermined amount of administrative funds from the RCMA grant to administer the program. “Due to the statewide increase of RCA cases, additional counties are requesting administrative funds,” ODJFS says.

ODJFS says “The RSS Program supports services that address barriers to employment. Other activities under the program can include health education classes and targeted health outreach to individuals, medical and mental health navigation and support, adjustment groups, skill building networks, or peer support meetings.”

Wheeling doctor faces up to eight years in prison following conviction in federal court

CLARKSBURG, W.Va. – On Tuesday, a Wheeling doctor was convicted of failing to pay nearly $2.5 million in payroll taxes, United States Attorney William Ihlenfeld announced.

A federal jury found Nitesh Ratnakar, age 48, guilty of 41 counts of tax fraud. Ratnakar owned and operated a gastroenterology practice and a medical equipment manufacturer in Elkins, West Virginia.

Jurors heard testimony that he allegedly withheld payroll taxes from his employees’ paychecks and failed to make $2,419,560 in required payments to the Internal Revenue Service. Ratnakar also allegedly filed false tax returns in 2020, 2021, and 2022.

Ratnakar is facing up to five years in prison for each of the first 38 tax fraud counts and up to three years for the remaining tax fraud counts. A federal district court judge will determine the sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Assistant U.S. Attorneys Jarod Douglas and Eleanor Hurney prosecuted the case on behalf of the government.

The Internal Revenue Service Criminal Investigation investigated the case.

Chief U.S. District Judge Thomas S. Kleeh presided.
