Route 40 in Bridgeport, Brookside now open

BRIDGEPORT, Ohio – U.S. Route 40 in the Bridgeport and Brookside areas of Belmont County reopened Tuesday afternoon following months of culvert work, according to Lauren Borell, Public Information Officer for ODOT District 11.

Borell tells River News Network that all lanes are open but some flagging may occur over the next week while the contractor completes the remaining work on the project.

One lane of the road was closed while work was underway, causing major traffic delays. West of this project, the closure of the Blaine Hill Bridge still stymies drivers. ODOT said last week that it anticipates construction of the replacement bridge there to begin in 2027.

When will Route 40 in the Bridgeport area reopen?

BRIDGEPORT, Ohio – Motorists traveling along Route 40 in the Brookside area near Bridgeport may soon celebrate as the Ohio Department of Transportation (ODOT) nears completion of its culvert project.

ODOT officials estimate the work will wrapped up before the Thanksgiving holiday next week. The project was not slated to be done until Nov. 30.

Weather permitting, we estimate that the work will be complete before Thanksgiving.

Lauren Borell, Public Information Officer, ODOT District 11

The project has caused traffic backups eastbound and westbound along Route 40 in Brookside and Bridgeport which have been compounded by the closure of the Blaine Hill Bridge.

ODOT anticipates Blaine Hill Bridge project to begin by 2027

ODOT announced last week that it anticipates construction on the bridge project, now called the U.S. Route 40 Blaine Hill Arches of Memory Rehabilitation, to begin by 2037.

Former Wheeling Inn 90 percent gone

WHEELING, W.Va. – The former Wheeling Inn is in the final states of demolition with 90% of the structure now removed, according to Tipping Point Real Estate, the firm tasked with the project.

The site is being cleared to make way for the new Wheeling Gateway Visitors and Heritage Center.

The heavy concrete and rebar of the Wheeling Inn highlight its mid-century design. Crews are sorting through the rubble, separating materials like concrete, brick, and steel for processing and reuse as infill. Tipping Point says the site’s transformation is progressing steadily, marking a key step toward a new chapter for Wheeling’s riverfront.

The new Gateway Center is planned to be a modern structure incorporating glass, steel, and brick to reflect the city’s industrial and architectural history. Its design will complement the surrounding area, stepping back to preserve views of the historic Wheeling Suspension Bridge.

Tipping Point says as “demolition moves into its final phase, the planned Gateway Center represents progress toward revitalizing this section of the riverfront. The development will balance contemporary design with respect for Wheeling’s historical character, creating a space that connects the city’s past with its future.”

Ohio Attorney General sues software company over $80 million in losses to OPERS, STRS state pension funds

COLUMBUS, Ohio — The Ohio Public Employees Retirement System (OPERS) and State Teachers Retirement System lost nearly $80 million in investment deals, and now Ohio Attorney General Dave Yost wants answers.

Yost filed a motion last week asking that Ohio be named lead plaintiff in a securities class-action lawsuit claiming that ZoomInfo Technologies Inc. deliberately misled investors, fueling $75.9 million in losses for the Ohio Public Employees Retirement System and the State Teachers Retirement System.

“ZoomInfo’s leadership willfully blinded investors to the reality that interest in the company’s product was waning,” Yost said. “Their reckless deception inflicted serious losses for Ohio’s pension systems and other investors, and we’re demanding accountability.”

The lawsuit, recently filed in the U.S. District Court for the Western District of Washington, accuses the software and data company of committing securities fraud from November 2020 to August 2024 by concealing a slowing demand for its product after a temporary revenue boost early in the COVID-19 pandemic.

ZoomInfo, headquartered in Vancouver, Washington, provides its business clients with contact information for potential customers through subscription-based software. According to the lawsuit, the company engaged in deceptive tactics to inflate the value of its stock while falsely crediting its growth to the strength of its product.

The Ohio Attorney General says ZoomInfo operated a “scheme” in which it made allegedly aggressive efforts to prevent subscribers from canceling, using coercive auto-renewal policies and threats of legal action to keep clients under contract, the lawsuit says. Meanwhile, Yost alleges the company sought to bolster its subscriber count by extending credit to droves of new, high-risk small-business clients, many of whom, reportedly, ultimately defaulted on their contracts.

The alleged fraud came to light when the company released a series of disappointing financial reports detailing the scope of contract cancellations and write-offs of uncollected debt. Following the revelation, the company’s stock dropped roughly 80%, causing billions of dollars in losses to shareholders.

The lawsuit seeks damages for the financial losses caused by the company’s wrongdoing. Also named as defendants are CEO Henry Schuck, former CFO Cameron Hyzer, and controlling shareholders TA Associates, The Carlyle Group, and DO Holdings (WA).

You can read the lawsuit here.

ODOT anticipates Blaine Hill Bridge project to begin by 2027

BELMONT COUNTY, Ohio – The Ohio Department of Transportation (ODOT) provided the following update Wednesday on the closed Blaine Hill Bridge. The project is now called the U.S. Route 40 Blaine Hill Arches of Memory Rehabilitation.

The following is ODOT’s statement:

“The Ohio Department of Transportation (ODOT) Blaine Hill Arches of Memory Rehabilitation Project will rebuild the historic U.S. Route 40 bridge in Belmont County, Ohio.

The project includes enhancements to the structural integrity by replacing the superstructure and maintaining the bridge’s historical character, all to facilitate the bridge’s reopening.

The design plans for this vital project are in development. Michael Baker International is the firm designing it. ODOT anticipates construction to begin by 2027 but is actively working with the design firm to accelerate plan development.

Although funding is secured for this project, ODOT has submitted a grant application to the Bridge Investment Program for the Blaine Hill Bridge rehabilitation project for additional funding support. The Bridge Investment Program is one of the many available grants within the United States Department of Transportation’s Bipartisan Infrastructure Law.

District 11 Deputy Director Tom Corey said, “ODOT prioritizes safety above all else. We recognize that the closure is inconvenient for those living and working in the area and are making every effort to expedite the project. We want to ensure this work keeps this vital bridge in service to our community for decades to come.”

Built in 1932, the reinforced concrete bridge consists of four iconic arch spans. ODOT closed the bridge in 2024 due to substantial deterioration, including significant leaking and cracking on the deck and damage to the columns and concrete structure. The proposed rebuild will keep the bridge’s current width and speed limit, with minimal changes to the existing pedestrian facilities.

The Blaine Hill Viaduct is crucial in connecting the local communities of Blaine, Boydsville, Lansing, and Brookside. Rebuilding the bridge will restore connectivity for these communities and provide mobility options for local and regional freight and vehicular demand while preserving the historic bridge for future generations.

Preserving the bridge’s historical value while modernizing its function is critical to the project. The project will integrate durable materials such as advanced concrete sealants and resilient design elements that extend the bridge’s lifespan and protect its architectural integrity. These decisions will align with broader regional goals of maintaining vital infrastructure while respecting historic preservation.”
