Belmont County DJFS Director thanks voters for passing children’s services levy

BELMONT COUNTY, Ohio – Grateful. That’s how Jeff Felton, Director of Belmont County Job & Family Services, says he feels after voters passed the children’s services levy Tuesday.

I want to thank the citizens of Belmont County for their continued support of Children’s Services. It means more than you know!

Jeff Felton, Director of Belmont County Job & Family Services,

Vote totals reported by the Belmont County Board of Elections showed that the levy was passed with a total of 16,934 votes in favor and 12,505 opposed.

Felton said the levy is a replacement of the current 0.65 mill levy reduced to 0.45 mils beginning in the 2025 tax year. It is a five-year levy running from 2025 to 2029.

Felton said the new levy will reduce the burden for taxpayers. The Belmont County Auditor’s office states that the 0.65 mills charge for the 1976 Children Services Levy in 2023 in was $1,576,383.32. The new levy is expected to generate fewer dollars, $1,084,806 per year.

Felton said his department will not reduce services even with less levy money. He also said Governor Mike DeWine’s office has stepped up to fund children’s services programs statewide.

Felton said Children’s Services receives approximately 100 calls per month concerning abused or neglected children. As of the beginning of Oct., the agency had 59 children in placement.

He said levy monies go to support, mainly through placement costs, children who are in foster care and residential facilities.

Wheeling Police arrest 35 people in East Wheeling Special Operation

WHEELING, W.Va. –  The Wheeling Police Department announced Wednesday the results of a recent two-month-long special operation focused around East Wheeling that resulted in multiple arrests and roughly 200 grams of various illegal drugs seized.

The special operation took place from mid-August to mid-October after data indicated a rise in crime, fueled by multiple citizen complaints regarding criminal activity in and around the East Wheeling neighborhood, specifically 15th Street.

Through saturation patrols and a high-visibility approach, officers focused primarily on reducing quality-of-life-related crimes, with thefts, drug usage and distribution, and nuisance-related calls being the top complaints.

Wheeling Police arrested 35 people as a result of the operation and those arrested face various criminal charges. Nine other people were issued citations for minor offenses.

Since the successful conclusion of the operation, data has indicated a 75% reduction in recorded drug overdoses within the East Wheeling area/WPD Downtown District. Criminal activity and citizen complaints also have significantly decreased.

Officers spent roughly 232 hours on the operation and confiscated 91.5 grams of cocaine, 78.6 grams of methamphetamine, 28.95 grams of crack cocaine, and 0.9 grams of fentanyl. Additionally, police served 15 search warrants, seized $1,214 in cash, and recovered two firearms.

“I am always proud to see the system we’ve built at the WPD utilized and demonstrate results. The geographic policing and problem-oriented policing models are very effective. From gathering data to CompStat meetings to listening to concerns from our citizens to command-level leadership demonstrating skills and abilities, dedication, and work ethic. This two-month effort encompasses all of that and has proven, yet again, to be effective. I hope that citizens and businesses in the downtown district and East Wheeling area are as proud of their police department as I am.”

Wheeling Police Chief Shawn Schwertfeger
