Let’s explain Belmont County’s Children’s Services levy

UPDATE, Nov. 4: The Belmont County Auditor’s office states that the 0.65 mills charge for the 1976 Children Services Levy in 2023 in was $1,576,383.32. It doesn’t necessarily mean they collected that in 2024 because of delinquent taxes. The levy on the Nov. 5 ballot is expected to generate $1,084,806 per year.

BELMONT COUNTY, Ohio – The Belmont County Children’s Services levy on the Nov. 5 ballot is a replacement levy with a millage decrease, but it will essentially replace an old levy from the 1970s and collect funds based on today’s higher property values.

Agency leaders say it will reduce the tax burden for Belmont County residents. It is one of two levies the agency has. Jeff Felton, Director of Belmont County Job & Family Services, spoke with River News Network about how the children’s services levy is calculated, what the levy funds are used for and why the levy mill may be reduced.

Felton said the levy is a replacement of the current 0.65 mil levy reduced to 0.45 mils beginning in the 2025 tax year. It is a five-year levy running from 2025 to 2029 and is expected to generate $1,084,806 per year per the Belmont County Auditor’s website.

Felton explained that two levies support Children’s Services, a 0.35 mil and a 0.65 mil. The 0.35 mil levy is up for renewal next year but may be phased out if the current levy passes.

Under Ohio Revised Code, entities can propose a brand new levy, ask to renew an existing levy, or they can replace an existing levy, Felton said. With a renewal levy, the collection must stay the same as when the levy was enacted. Replacement levies can use current property values for collections.

A replacement levy is the same. You can either keep it at the same millage, you can increase the millage or decrease it. But the biggest impact on a replacement levy is it brings your tax collections based upon your current, on current property values.

The current children’s services levy is NOT a renewal levy. However, it is incorrectly listed on the Belmont County Auditor’s website as a renewal levy, due to what that office calls a technical website issue. Multiple local media outlets also incorrectly describe it as a renewal levy.

The distinction between a replacement and renewal levy is important since renewal levies are based on the property values on the year they were passed. Replacement levies, however, can be based on current property values. Although the children’s services levy is a replacement levy with a reduction, it will be based on 2025 property values, which are obviously much higher than they were in the 1970s. In addition, property taxes are increasing in Belmont County by up to 20 percent due to a mandated re-valuation by the state of Ohio.

On the sample Belmont County Nov. 5 ballot, the levy is correctly listed as a “Replacement and Decrease.” The levy will be placed on the 2025 tax list and will first be collected in the 2026 calendar year, according to the Belmont County Auditor’s office. The millage for the requested levy is 0.45 mill per $1 of taxable value, which amounts to $15.75 for each $100,000 of the county auditor’s appraised value for a property, per the Belmont County Auditor’s office.

Felton said the 0.65 mill levy was originally passed in the 1970s and its collection amounts are based on property values from around 50 years ago.

The levy reduction is possible due to Ohio Governor Mike DeWine’s increase in state funding for children’s services, Felton said.

Felton said his agency and the Belmont County Commissioners want to give “relief to the taxpayers” without interfering with services, hence the reduction.

Felton says that even though the proposed replacement levy would be based on the higher 2025 property values, the amount collected will be about $100,000 less than what the two levies draw combined.

When we look at both levies together, this four or five mill levy will generate about $100,000 less than the two levies generate combined. So it’s still, it’s going to be a decrease in the tax burden to the local taxpayers.

Felton explained how the levy would benefit Belmont County children.

Felton said Children’s Services receives approximately 100 calls per month concerning abused or neglected children. As of the beginning of Oct., the agency had 59 children in placement.

He said levy monies go to support, mainly through placement costs, children who are in foster care and residential facilities.

the biggest thing is supporting kids in placement and for those types of expenses that we can’t use any other source of funding for.

Felton says using levy funds is advantageous since all the money comes from local dollars and the agency can spend it as it needs it without limitations imposed by federal or state government.

Children go into foster homes or residential facility placement for a variety of reasons, Felton explained. The family may be homeless. Rarely, a mother may need surgery and have no support while she is hospitalized and recovering, or children may be abused or neglected.

Typically, it is those children who’ve been abused, physically abused, or neglected. The family may be homeless. A variety of situations where it’s not safe for the child to remain in their own home, and they could go into regular foster care.

Felton said agencies try to place children in foster family settings rather that congregate residential facilities since studies show children do better in a home setting. Children’s Services works with family members to make kinship placements where a child may live with a grandparent, aunt, uncle or family friend.

When a child has severe mental or physical problems, Children’s Services makes specialized placements in what are called treatment foster care homes. The program will connects foster children who are facing significant behavioral challenges with treatment foster families who are trained to support these youth in their homes. Youth can then avoid placement in congregate or group facilities.

Treatment foster care and residential care is expensive, and the levies offset those costs.

And then the more expensive types of placements are those kids that have significant mental health issues or sometimes developmental disabilities, severe kind of medical needs that these sometimes newborns have. The cost of those placements are significantly higher than regular foster care, particularly on the mental health side, where you have, typically adolescents who are suicidal, homicidal, experience trauma in their lives, and they need kind of specialized care, and those placements can run $300. I have some colleagues [outside belmont] that pay $2,000 a day for those kids.

Felton explained that Belmont County Children’s Services collaborates with other county agencies for care.

One of the things we have going for us in our county, unlike a lot of counties, is just a tremendous level of cooperation with our board of developmental Disabilities and our mental health board. So when we have those kids who were paying $900 a day, or $1,000 a day for, we share those costs among the three agencies, the JFS mental health board and the DD board. So it’s not only our burden or mental health burden, and those levy dollars go to support that.

Felton said Belmont County residents should vote for the levy to help the community’s children.

We’re asking for the support for a couple of reasons. One is to be able for us to continue the services that we provide to the kids and the families, and that includes foster family, recruiting foster families, and so forth. We don’t want to be a burden on the general fund. I don’t want to compete with the engineer’s office or with the courts, with sanitary, water, engineer’s office, or with the courts. all that stuff, because those services are important, too. So it puts us in a position not to have to compete for general fund revenue and keeps the commissioners out of, you know, if I fund you, then I don’t have resources to do other things that are important to the county.

Ohio Secretary of State Files Lawsuit Against Biden Administration Over Denial of Federal Citizenship Records

COLUMBUS, Ohio – Ohio Secretary of State Frank LaRose claims the Department of Homeland Security unlawfully withheld access to United States citizenship records, so he filed a lawsuit in federal court Oct. 24 on behalf of the citizens of Ohio demanding access to those records.

“I swore an oath to uphold our state constitution, and that document clearly requires that only United States citizens can participate in Ohio elections,” said LaRose. “The Biden-Harris Administration is engaging in obstruction and outright abuse of power to prevent us from removing noncitizens from our voter rolls. I take my duty seriously, so if they want a fight over the integrity of our elections, they’ve got it.”

The lawsuit, filed in federal court for the U.S. Southern District of Ohio, lays out evidence that the Biden-Harris Administration, on at least four separate occasions, allegedly failed to provide Ohio access to federal citizenship verification records necessary to prevent noncitizens from voting, according to LaRose. After allegedly refusing for months to directly answer LaRose’s request for access to records beyond the Systematic Alien Verification and Entitlements (SAVE) database, the Department sent a letter on October 10, 2024 formally denying Ohio’s request. The additional records are essential to verifying the citizenship status of all Ohio voters, not just those for whom the Secretary of State has identified an assigned immigration verification number.

“While the administration is blocking access to these records, the Department of Justice is suing or threatening to sue multiple states, including Ohio, who are trying to enforce their citizenship voting requirements,” LaRose added. “It’s hardly a coincidence. The same administration that’s presided over the most reckless, porous immigration policy in our country’s history is also intentionally blocking states from protecting the integrity of their elections.”

U.S. Rep. Jim Jordan, chairman of the House Judiciary Committee, sent a letter(opens in a new window) on October 11, 2024 to the Department of Justice’s Civil Rights Division, accusing the department of engaging in “a clear effort to intimidate and interfere with Ohio’s electoral process.” Jordan added, “Under his authority as Ohio’s chief election officer, Secretary LaRose has tried to ensure that eligible voters – and not ineligible noncitizens – participate in Ohio’s elections. … We expect your full cooperation with our oversight of your attempt to prevent states from ensuring that noncitizens do not influence our democracy.”

FDA recalls antidepressant over possible cancer risk

The FDA announced a recall on Oct. 23 of thousands of bottles of the popular antidepressant Cymbalta due to a possible cancer risk, according to USA Today.

Cymbalta is used to treat mental health conditions such as depression and anxiety.

The agency recalled more than 7,000 bottles of the drug duloxetine, brand name Cymbalta, which is manufactured by Eli Lilly & Company. The recalled lot, #220128, was manufactured by Towa Pharmaceutical Europe and was sold across the U.S. The recall is for 20-mg delayed-release capsules which expire in December 2024.

The FDA issued the recall due to the presence of a nitrosamine substance impurity, N-nitroso-duloxetine. Nitrosamines are found in water, grilled meat and even vegetables and are harmless in trace amounts.

Drugs can develop nitrosamine impurities during the manufacturing process.

According to the FDA, “nitrosamine impurities “may increase the risk of cancer if people are exposed to them above acceptable levels and over long periods of time.”

The FDA advises patients with this recalled medication to stop taking it and contact their health care provider.

There have been several other drug recalls in recent years linked to nitrosamine impurities including the heartburn drug famotidine (Zantac; Sanofi), the diabetes drug metformin (Fortamet; Ajanta Pharma), and the smoking cessation medication varenicline (Chantix; Pfizer), according to Pharmacy Times.

Wheeling Police Department offers another safety option with “safe room”

WHEELING, W.Va. –  The Wheeling Police Department always works to make the community a safer place, but now they are bringing back a feature at police headquarters to make Wheeling even more secure.

The Wheeling Police Department is continuing its commitment to being a local “Safe Place” by re-introducing its safe room inside police headquarters. The action is part of Domestic Violence Awareness Month.

The safe room is located just inside the front entrance of the police department and is always open and available should anyone feel in danger or concerned about their safety.

Police say the room’s concept is simple. All you do is enter the room and close the door which activates an alarm to let police know someone is inside the room and needs help. An officer will then open the door from the interior side of the building and bring them to safety.

The safe room is monitored 24/7 and is a unique feature of the department’s new headquarters, which opened last year at 2115 Chapline Street in Center Wheeling. The room is an enhancement to being a “Safe Place” – a nationwide initiative that WPD has participated in for nearly two decades.

Safe Place is a national youth outreach and prevention program for young people needing immediate help and safety. As a collaborative community prevention initiative, Safe Place designates businesses and organizations as Safe Place locations, making help readily available to youth in communities across the country.

Youth Services Systems, Inc., administers the Safe Place program locally. Fifteen locations are available in Wheeling/Ohio County and are marked with large exterior yellow “Safe Place” signs

Countdown to the election in Belmont County

BELMONT COUNTY, Ohio – The election is just one week away, and Aaron Moore, Director of the Belmont County Board of Elections talked to River News Network about common questions voters have.

You might wonder how long the wait is to vote at the Belmont County Board of Elections office in St. Clairsville. Moore says that depends on the time you come to vote, but the whole process usually only takes 10 to 15 minutes.

He said voters should not expect long lines or to be caught in lines that go out the door. He says around 300 people per day are voting at the St. Clairsville office. There is plenty of help to make the voting process a smooth one, Moore says.

We have two ladies that can check you in at the front window, and we have a lot of part-time staff that help guide you through the process, making sure you’re getting to the window, making sure where you need to go vote, and how to get your ballot scanned.

Moore said you must present a valid ID to vote. Forms of valid identification in Ohio include a driver’s license, state identification card, passport, veterans card, military ID card, or a National Guard ID, Moore explained.

For mail-in or absentee ballots, Moore said as long as they are postmarked the day before the election, the Board of Elections can accept them. If you bring them into the election board office or use their dropbox, the ballots need to be submitted by 7:30 p.m. when the polls close on election day.

Moore said there are 26 polling locations in Belmont County and every voting facility must be ADA (Americans with Disabilities Act) tested and meet ADA requirements. Some voters, like those in Crescent and Barton, now drive longer distances to vote in Fairpoint than they did when the polling station was in Barton. Moore says it is harder for small counties like Belmont to find suitable facilities, but he said the board of elections reviews polling stations each year. He added that anyone can call the board of elections with questions.

Wheeling Firefighters’ ceremony honors sacrifice, recognizes occupational health threats

WHEELING, W.Va. – Firefighters, family, and members of the community gathered Tuesday morning for a remembrance ceremony at Wheeling’s Fallen Firefighter Memorial.

Wheeling Firefighters Local 12 holds this solemn event annually on Oct. 29 to mark the line-of-duty death of Assistant Chief Robert Foster. This year marks the 33rd anniversary of Foster’s death on Oct. 29, 1991. Foster’s badge number 4 was retired and appears on a plaque on the left side of the memorial.

Tuesday’s service included an invocation, a reading of the names of the nine fallen Wheeling firefighters, and a bell-ringing ceremony.

The Wheeling Fire Department also retired badge number 11 “to honor those who have suffered presumptive line of duty deaths due to cancer,” as explained on the memorial.

Firefighters emphasized the importance of recognizing line of duty illnesses including cancer and mental health issues such as PTSD. Speakers noted that more occupational illnesses are being recognized for firefighters.

The department is also mourning the loss of 26-year-old firefighter Seth Burek who died from cancer on Oct. 3.

The ceremony ended with firefighters ringing a bell to mark the alarm sounding when firefighters are called out to serve and put their lives in jeopardy to save others, and also when the alarm is sounded on their return to quarters.

Holiday drone show coming to Oglebay Park in Wheeling

WHEELING, W.Va. – Drone light shows are spectacular aerial events and now the Ohio Valley has a chance to see them in person.

Oglebay will kick off its Festival of Lights with two drone shows on Thursday, November 7 and Saturday, November 9.

Sky Elements, one of the world’s largest drone show companies and a finalist on this season’s America’s Got Talent, will put on the show with more than a hundred synchronized drones. The drones will be synchronized to holiday music and create vibrant holiday-themed visuals.

Oglebay advertises the drone show as a “must-see event for families.”

Drone shows are becoming more common and may outpace fireworks in popularity. Ohio Valley residents who have seen a drone show say they are impressive. Pam Bulger, of New Athens, Ohio, saw the drone light show at the Pro Football Hall of Fame Enshrinement Festival Balloon Classic in Canton in July and says these shows are something you do not want to miss.
