Donut shop wins Ohio Valley Mall Small Shop Showdown

BELMONT COUNTY, Ohio – The competition was stiff but a winner has emerged in the Small Shop Showdown, Ohio Valley Mall’s competitive search for the freshest, most interesting ideas for new businesses.

A variety of budding entrepreneurs submitted their business plans, in the hope of winning six months of FREE RENT inside the mall. 

After careful evaluation, representatives of the St. Clairsville Chamber of Commerce and Ohio Valley Mall’s leasing staff selected Holey Rollers Donuts as the new business to serve customers inside Ohio Valley Mall.  It is locally owned by Jeremy Pasztor, of Bridgeport, Ohio. 

For the past few years, Pasztor has operated Holey Rollers as a donut truck, taking his sweet, award-winning wares to events all over the Ohio Valley region.  Holey Rollers offers 144,000 different variations of donuts.  Some of the more popular flavors are S’mores, Samoa, cheesecake, blueberry pancake, French toast and buckeye.  All of the confections are made to order on-site, for ultimate freshness.

As the winner of the Small Shop Showdown, Holey Rollers will enjoy 26 weeks (six months) of FREE RENT inside the mall.  This new business will be able to take advantage of a prime location, 822 square feet of space near Center Court, from November 20, 2024 through May 20, 2025.  In addition to the rent-free store space, Holey Rollers will receive a package of promotional assistance to help get the business off the ground, including posters, a news release, digital signage and advertising on social media.

The Ohio Valley Mall is located on I-70, Exit 218-Mall Road, in St. Clairsville, Ohio. Gov. DeWine travels to St. C. for groundbreaking of new mental health facility

ST. CLAIRSVILLE, Ohio – Ohio Governor Mike DeWine (R) traveled to St. Clairsville Wednesday afternoon for the groundbreaking ceremony of the new Coleman Health Services psychiatric crisis care facility.

Coleman Health services provides mental health counseling and case management services throughout Ohio, including an office on Bayberry Drive in St. Clairsville. The new behavioral health urgent care facility will be built near Fox Run Hospital in St. Clairsville.

They will offer walk-in services, telehealth and mobile response stabilization services. Some of the conditions they will treat include bipolar disorder, anxiety and substance abuse.

The facility will serve Belmont, Harrison and Monroe Counties.

DeWine said this was an “historic day.”

DeWine said having timely access to mental health in the community will alleviate the strain on local law enforcement and jails since a person in a mental health crisis could have early intervention and possibly avoid an escalation in behavior that ends in arrest.

DeWine said Ohio is building a network of mental healthcare services.

The new facility will cost around $7.3 million with the state of Ohio contributing $6.1 million, DeWine said.

Belmont County animal advocate denies serious animal neglect, financial complaints filed with Ohio Attorney General

BELMONT COUNTY, Ohio – Dogs vomiting worms and not receiving veterinary care and a $20,000 donation from a church that allegedly is missing are some of the allegations against Julie Larish, leader and treasurer of the Belmont County Hoof & Paw animal rescue group.

These serious allegations of animal neglect and the alleged theft of tens of thousands of dollars in donations and adoption fees are the focus of two complaints filed with the Ohio Attorney General’s office against Larish by her fellow members of Belmont County Hoof & Paw.

An official with the Ohio Attorney General’s office provided River News Network with copies of the complaints lodged against Larish. The complainants were Lisa Higgenbotham and Cindi Yanez, both of St. Clairsville. Yanez states in her complaint that she is a Harrison County Dog Warden.

River News Network spoke with Larish in early September when rumors of an investigation by the Ohio AG began. Larish says the she knows the people who filed the complaints, and they were friends.

There were two complaints filed with the Ohio Attorney General’s Office. Both complainants are friends and both complaints were about me specifically, not the group.

Higgenbotham made one complaint in which she lists herself as a “member of Belmont County Hoof & Paw and an unpaid Humane Officer hired by the organization.”

Higgenbotham claims in her complaint that Larish is the group’s treasurer and does not account for or use donations “correctly,” allegedly using them for herself and benefitting “personally and financially” from the rescue group.

Higgenbotham claims Larish gives goat de-wormer medication to dogs without veterinary supervision. She claims the dogs Larish keeps on her property are in “deplorable” conditions and do not receive proper vet care.

Larish allegedly placed sick dogs that had worms in the Belmont County prison training program, and these dogs infected other dogs in that program, according to Higgenbotham.

In a September 19 email to River News Network, Larish denies these allegations, saying she uses three area vets and provides de-wormer to dogs.

All dogs coming in get treated for worms and fleas. Most of the dogs coming in are extremely thin and sick, full of worms and fleas. Our vet gives us a big bottle of wormer for this reason.  We don’t get to pick up healthy dogs running at large. We get dogs that are near death. We have only lost one dog to those conditions.  When we take them alive, we do everything in our power to keep them alive.

Larish allegedly raises donations through the Belmont Hoof & Paw Facebook page. When a group of pregnant German Shepherds came into the rescue and one possibly needed a C-section, Larish reportedly raised money for her on Facebook, but when the Shepherd did not need a C-section, Larish failed to inform the donors or refund their money, according to Yanez.

Higgenbotham’s complaint alleges that Larish uses donations for fundraisers like band bashes and poker runs that cost thousands of dollars and ultimately result in the loss of even more thousands of dollars.

Larish houses rescue animals on her property in Jacobsburg. Yanez says the conditions on Larish’s property are “deplorable” and that the conditions the animals live in there are equal or worse than the environments they were rescued from.

Larish denies that she does not care for the animals in her care.

As for anyone knowing the care of the animals, the people who made these complaints have never been to our facility to help with the dogs.  They claim they got their information from another party who has only been here once or twice. None of these people help with the daily care, nor do they know what we do to clean, feed and vet dogs.

The Ohio S.P.C.A. denies any affiliation with Larish. John Bell, attorney for that organization, told River News Network in a September 5 e-mail.

Bell says Larish or someone acting for her may have asked about training.

Ms. Larish or someone acting on her behalf may have contacted Ohio S.P.C.A. regarding training her as a Humane Agent, and Ohio S.P.C.A. may have paid for that training or been asked to do so.

Bell says Ohio S.P.C.A. is aware of the complaints against Larish and asked the Ohio Attorney General to investigate, but Ohio S.P.C.A. did not initiate the complaints.

Larish says she is cooperating with the state’s investigation.

We are complying with the state to validate the complaint. Once cleared, our information will be turned over to the prosecutor’s office with the state’s recommendations.

Larish is a well-known figure in Belmont County, having testified in numerous animal abuse and hoarding cases in Belmont County. She has appeared on Dimitri: Live & Dangerously Local! She was also nominated for a woman-of-the year type award by a local group.

Shadyside residents ask council about when the village administrator is at work and chickens running afoul in the streets

SHADYSIDE, Ohio – Foul fowl and whether the Village Administrator is punching a clock are concerns citizens brought before Shadyside Village Council at their Monday night meeting.

Erica Tamburin is the Shadyside Village Administrator and one resident questioned Tamburin’s employment status and how her work hours are tracked.

Mayor Bob Newhart said Tamburin is a full-time employee but does not have set number of hours to work each week. Newhart also said Tamburin does not submit a timecard. One resident asked how there can be any accountability for hours worked. Newhart said he trusts village workers.

When questioned further by a resident, Newhart said that the Village Administrator position is funded by the general fund, the street department and the water and sewer department.

Village council was also questioned about its dealings with the Shaheen Law Group. Newhart said the village does not have a contract with the lawyer. He said Shaheen is being paid $250 per hour but there is not a contract nor is there a set time for how long the law firm will do work for Shadyside. Newhart said the village will work with the law firm “until the matter is resolved.”

When asked about billing, Newhart says the village has not yet received a bill, but hopes the Shaheen Law Group will be “lenient.”

I’m hoping they will be lenient.

Village council also discussed whether chicken coops and fowl should be permitted in the village. One resident told council that a chicken coop near his home was attracting rats. There were also reports of chickens running afoul in the streets of Shadyside.

Council also said letters were mailed to residents with junk cars warning them to move the vehicles. One resident said some cars have sat idle for 20 years and these junk vehicles lower property values.

Wheeling’s “unmanaged” managed homeless camp

WHEELING, W.Va. – With reports of homeless people allegedly bathing in a fountain at the Catholic church’s St. Joseph Cathedral and the new splash pad by WesBanco Arena, it seems that Wheeling has a homeless problem. The city has rolled out yet another solution to its problem–managed homeless camps.

But who will be in charge of these homeless camps and what will the rules be?

Dimitri Vassilaros host of Dimitri: Live & Dangerously Local! asked city officials Bob Herron, City Manager, and Michelle Rejonis, Marketing & Community Relations Specialist, about the job requirements, duties and salary of the homeless camp manager position.

Herron responded, saying the city of Wheeling would not manage the homeless encampments. Herron added that there is now only one designated homeless area in the city.

Although there is no homeless manager for this camp, Wheeling City Council created a special Homeless Liaison position in 2021. Here are some of the qualifications for that role as listed on the city’s website:

  • Develops, implements, and manages the City of Wheeling’s comprehensive support program recommending solutions and strategies to address homelessness within the City.
  • Maintains real-time data relating to Wheeling’s unsheltered population providing accurate reporting and statistical information as requested and through the use of the Homeless Management Information System (HMIS).
  • Bachelor’s degree in social work, education, or related field. Master’s degree preferred. Licensed Social Worker also preferred.

Melissa Adams served at the Homeless Liaison from 2021 to 2024 until she resigned. Wheeling City Council did not renew the position.

Homeless people are also apparently being tracked though the Homeless Management Information System listed in the Homeless Liaison job posting.

According to HUD Exchange, HMIS “is a local information technology system used to collect client-level data and data on the provision of housing and services to individuals and families at risk of and experiencing homelessness.”

If the city is tracking the homeless, how will they determine where the homeless will be placed and what services they will receive. How many homeless people are in Wheeling?

Dimitri also asked what rules will be in place for the homeless camps. He suggests they be afforded the same experience people have when checking into a hotel. Like other citizens and travelers, the homeless should show ID and follow basic house rules of conduct, Dimitri said. He argues that unmanaged homeless camps mean no rules or regulations.

Court proceedings show Wheeling Park Commission’s alleged misuse of $4 million in federal COVID funds

WHEELING, W.Va. – Court records concerning the Wheeling Park Commission’s alleged misuse of federal COVID funds and violation of the False Claims Act have been released.

The commission’s law firm, Steptoe & Johnson, filed a motion for a protective order following the August 2024 FOIA request by Virginia resident Bruce Fein claiming he was seeking premature discovery.

Attorney J. Bryan Quesenberry of Lincoln City, Oregon acting pro se on behalf of the United States of America (federal government) and against the defendant, the Wheeling Park Commission filed a lawsuit on Feb. 26, 2024 in the United States District Court, Northern District of West Virginia an action to recover Payroll Protection Fund Program (PPP) monies loaned to the commission. The funds were part of the COVID relief funds and were intended to help small businesses facing financial hardship during the pandemic.

The lawsuit claims that more than $3.75 million dollars was wrongfully loaned. The loan was also forgiven, according the the lawsuit. The suit claims the commission knew it was ineligible for the loan but applied anyway in violation of the False Claims Act, thereby possibly denying small businesses of their access to those funds.

The False Claims Act prohibits an entity of making a false or fraudulent claim for payment or approval. Any borrower who knowingly makes such a claim is liable for three times the amount of damages sustained by the government, according to the lawsuit.

The lawsuit demands that the commission pay three times the damages the government suffers plus a civil penalty of not less than $5,500 and $11,000 for each violation of cited codes.

The lawsuit also demanded a jury trial and the cost of expenses, travel and legal fees.

The suit also alleges that the commission created false records.

On July 8, 2024, U.S. Attorney William Ihlenfeld submitted to the court a notice to decline intervention in the case.

The city of Wheeling has ownership and control over the Wheeling Park Commission, according to the suit.

Why are kids posting school threats on social media?

BELMONT COUNTY, Ohio – Why are so many local kids posting threats against schools on social media?

With the wave of these online threats to Ohio Valley schools in the past few weeks, many people are asking why this is happening and what can be done to stop it.

River News Network spoke exclusively with Dr. Tyanna (Ty) C. Snider, an expert in child psychology from Nationwide Children’s Hospital in Columbus to learn more.

Snider is a pediatric psychologist at Nationwide Children’s Hospital and a Clinical Associate Professor at The Ohio State University.

Snider says caregivers and teachers need to consider the type of media consumption kids have, especially younger kids. Some students implicated in the Ohio Valley threat incidents are only in middle school. Two students were charged with inducing panic. Multiple schools including Martins Ferry, Buckeye Local, St. Clairsville, Edison and Weirton were closed or had lockdowns earlier this month due to threats.

The situation caught the attention of the FBI which issued a statement last week that the agency was working with local law enforcement to protect students and schools and investigate the threats.

Snider said with school shootings being in the news in recent weeks, kids may be exposed to media information that they might not be able to completely understand. Caregivers and teachers should try to help kids manage how they consume media and ask kids questions about what they are seeing and what they think about it. Snider says there is a lot of misinformation that the adults in kids’ lives can help them identify.

Snider added that children can model behaviors they see online and in the media. Some threats could be copycat reactions to what kids see online and in the media.

How a child’s peer group responds to media or something posted online can also influence that child, she says. If the other kids think making a threat or bullying someone is funny, the peer group might consider this acceptable behavior. The negative behavior becomes normalized.

Sometimes children do not understand that there are consequences to negative actions, Snider said. Kids can hit send or share something online instantly without thinking it through.

They can’t see the consequences. Kids don’t think of the repercussions.

Snider says some mental health issues like ADHD can cause kids to act impulsively and not even consider the repercussions of a negative action like posting a school threat.

Snider says social media exposure can be harmful to some kids. It can have a negative impact on real-world social development and lead to increased anxiety and depression as well as lowered academic performance. Kids can also have lower self-esteem.

Snider warns that online safety is critical. She stresses that it is important to maintain offline, real-world ties. She warns that kids who try to connect with other kids online may not be talking to another child. They could be talking to an adult predator.

Snider recommends setting house rules for children regarding social media and setting limits on how much they can use it. Warning signs that a child may be spending too much time online include ignoring or avoiding real, face-to-face interactions.

Snider recommends having screen-free times each day, especially before bedtime. She says this screen-free time should include parents and caregivers, not just kids. If kids see the adults taking a break from their phones and tablets, it will reinforce this positive behavior, she says. Snider says this tip works and it’s something she does with her own family.

Parents and caregivers know their child best and can make the best plan for helping their child handle social media, but help is available if needed.

Caregivers are the experts on their child.

Caregivers should open up a dialogue with their child to prevent behavioral problems. She suggests asking kids about their school friends and the best and worst part of their day. She says its important to be supportive and promote conversation.

Snider listed signs a child may have a mental health issue including social withdrawal, decreased social functioning, tearfulness, poor sleep, declining grades and physical symptoms like an upset stomach. These symptoms could spell a serious issue if they continue for two or more weeks.

A child needs immediate help if they talk about harming themselves, dying or wanting to disappear.

Snider suggests caregivers contact their pediatrician, school counselor or mental health professional. Snider says you can also learn more about kids’ mental health from the Kids Mental Health Foundation and the Nationwide Children’s website.
