New staff added to Belmont County Animal Shelter, other county personnel changes

BELMONT COUNTY, Ohio (River News Network) – Belmont County Commissioners named two new animal shelter staff members at the regular meeting July 2.

Rylan Kinsey will work part time at the shelter and Paige Risdon will work as kennel staff, also part time. Both positions will replace previous jobs.

Commissioners announced another county personnel change with the resignation of deputy clerk Kayla Dean.

The Area Agency on Aging Region 9 is seeking a person age 60 or older to fill a position, according to commissioners.

In other business, commissioners approved the purchase of a Honda Odyssey van from Ohio Valley Honda in Steubenville. The county paid $41, 712 for the vehicle. Commissioners say staff from Belmont County Job & Family Services will use the van to transport children to appointments and court and other necessary trips.

River News Network Exclusive: Local mayor reveals cancer diagnosis

BELMONT COUNTY, Ohio (River News Network) – A local mayor disclosed her cancer diagnosis for the first time publicly Tuesday morning on “Dimitri-Live and Dangerously Local” on River Talk.

St. Clairsville Mayor Kathryn Thalman told Dimitri that she was diagnosed with breast cancer last year.

She credits serendipity and friends for guiding her through her treatment and recovery.

Thalman is known for keeping constant company with her beloved Collie, Sammy, and it was while walking him on the St. C. walking trail that she met a woman who would become her champion in her battle against cancer.

The woman was a stranger but would soon become a cherished friend, revealing to Thalman that she, too, had battled breast cancer. The woman was also a physician, a hospitalist, who traveled between Barnesville and Cadiz hospitals and Maryland. She helped Thalman navigate the treatment process.

She also received support and care packages from her staff in the city building.

Thalman says she was in disbelief when her doctor told her she had breast cancer.

I was stunned. You could have knocked me over with a feather. I just did not have time for this.

Thalman says her cancer was stage 1. She underwent three surgeries and had radiation treatments in Pittsburgh. She said she was very angry when Wheeling Hospital staff called her the day before Thanksgiving to tell her she needed another surgery since they did not get all of the margins of the cancer cells. She thought she would be cut up like a “Thanksgiving turkey.”

Despite her condition, Thalman kept up with her duties as mayor and even scheduled her treatments around city council meetings.

She said she struggled with coming to terms with her diagnosis and was at times angry with God. She thought the sand could be running out of her hourglass, as she put it, so she updated her will and made financial arrangements for the care of her pets.

Thalman now has her health back and has mammograms every six months to check her recovery progress.

I’m fit as a fiddle now.

Thalman says the old adage about being kind to others since you never know what battles they are fighting rings true for her.

Thalman is in her second term as Mayor of St. Clairsville.

One Belmont County bridge opening while another stays closed indefinitely

BELMONT COUNTY, Ohio (River News Network) – Motorists in eastern Belmont County may have been puzzled recently about which road to take with the closing of two bridges.

In the Blaine area, both the Barton-Blaine Bridge and the westbound lane of the Blaine Hill Bridge are closed.

The Barton-Blaine Bridge was totally replaced and will reopen July 19, according to an official with the Belmont County Engineers department.

Also, ODOT closed the U.S. 40 westbound lane of the Blaine Hill Bridge suddenly last week “Out of an abundance of caution” for emergency repairs, according to the ODOT website.O

Route 40 eastbound is open but traffic patterns may change.

Local residents asked if a temporary traffic light could be installed to allow traffic to flow both eastbound and westbound. ODOT says that is not an option.

ODOT has thoroughly considered using temporary traffic signals in this area. However, we chose not to signal traffic across the bridge due to the risk of eastbound traffic backing up on the hill and potentially causing a safety hazard.

New real estate company wants to welcome Ohio Valley residents home

BELMONT COUNTY, Ohio (River News Network) – There is a new real estate investment company on the block that’s offering a chance at home ownership to people who thought the American Dream was out of reach for them.

Rich Investments Group offers a range of real estate options for buyers and sellers, and they just opened a new office at 48000 National Road in St. Clairsville, right off I-70, exit 215.

Rich Investments Group was founded two years ago by three managing partners, Eric Richards of St. Clairsville, Mark Magitman of Florida, and Martins Ferry native Jordan Murry, who now lives in Arizona.

Their goal is to revitalize and invest in the Ohio Valley and to offer homebuying and selling options to clients through what they call their creative financing programs.

Managing partner Eric Richards said one thing that sets his firm apart from the pack is its rent-to-own program. Clients can live in and pay rent on their house for two years, then apply for their own financing through U.S. Bank. Richards’s wife, Jessica, is a U.S. Bank mortgage officer.

Richards said his program offers more security than a land contract since it involves owner financing and a promissory note.

He explained his firm can check a client’s credit without impacting the score, and they work on building credit in preparation for home ownership. There is no minimum credit score. They do run a basic background check.

Managing partner Jordan Murry explained that they don’t see everything as black and white when considering a client’s application. If someone doesn’t have perfect credit or a perfect background check, they look at the backstory. Is that person a single parent or a veteran for whom traditional financing options won’t work, for example.

We look at more than just the bottom line. We want to help families and get them back on their feet.

Richards, who is a veteran, says his firm also offers a special rent-to-own housing program to veterans in need, and they can also assist with the VA loan application process.

The firm maintains a database of what clients are looking for so they can choose the home they want. They currently have properties in Belmont, Marshall and Ohio counties including Flushing, St. Clairsville, Martins Ferry, Bridgeport, Wheeling and many other towns.

“$25,000 isn’t enough.” Health director pleads with commissioners for more funds

BELMONT COUNTY, Ohio (River News Network) – One local health director appeared before the Belmont County Commissioners Wednesday to thank them for allocating funds to her clinic, but also to explain that even more money is needed for patient care.

Kathie Brown, Executive Director of Wheeling Health Right in West Virginia, thanked commissioners for their recent allocation of $25,000 in funds to offset costs for patients from Belmont County.

Brown said that although the Wheeling Health Right clinic is based in Wheeling, many Belmont County, Ohio residents also receive treatment there. She emphasized the importance for patients who lack medical insurance to receive some type of medical care, and said Wheeling Health Right fills that gap.

Brown said Belmont County should support Wheeling Health Right since the clinic provides essential medical care to its residents.

These are your constituents who need healthcare, people who fall through the cracks.

Brown explained that the medical services her clinic provides can prevent patients from needing emergency room or ICU care. She cited diabetes as one disease they manage that can quickly escalate into a medical crisis if it’s not managed.

Another essential service Wheeling Health Right provides is dental care. Brown said there are no dental services for uninsured patients on the Ohio side of the river.

7 roads, 17 miles: Belmont County tackling major paving project

BELMONT COUNTY, Ohio (River News Network) – Motorists will soon enjoy a smoother ride on many Belmont County roads due to a major paving project.

Belmont County Engineer Terry Lively says the project is scheduled to begin in late August or early September 2024 and is slated for completion October 25, 2024.

Lively says his office applied for a grant for the project in 2020. The county was awarded a $2 million grant. The total project cost is just over $2.8 million with the county responsible for what the grant does not cover. Lively explained that the county will pay 20 percent of the total project costs.

Commissioners approved Shelly and Sands as contractor for the project. Lively said the firm submitted the low bid for the project and has done good work on previous projects.

  • County Road 10, Fairpoint Maynard Road, Route 9 to Maynard
  • County Road 10, Crescent Barton Road
  • County Road 24, Boydsville, off U.S. Route 40
  • County Road 30, Dixon Hill, Neffs to Route 214
  • County Road 56, Route 9 to Maynard
  • County Road 56, Morgan Hill Road, Maynard to Jefferson County line
  • County Road 72, Mount Hope, Route 149 to Lafferty

Lively said there are two other road paving projects coming up, possibly in 2025.

They are County Road 5 from Emerson Road to the Jefferson County line and Crescent Road from U.S. 250 to Crescent.

Trinity Hospital in St. C. closer to completion

BELMONT COUNTY, Ohio (River News Network) – Belmont County residents are one step closer to better health as Trinity Hospital’s St. Clairsville campus will mark a construction milestone Friday.

Workers will place the final steel beam in the building, and the public and local officials are invited to participate in a signing ceremony.

Laurie Labishak, Director of Public Relations, Marketing, and Communications, for Trinity Health System said the hospital is expected to open in summer 2025.

She says it will be a community hospital with 10 beds and two operating rooms. Six beds will be inpatient and mainly used for patients staying overnight either before or after medical procedures.

The community is invited to the beam signing ceremony this Friday, July 12 from 10 a.m. to 2 p.m. at the future hospital’s location at 48530 National Road West in St. Clairsville.

100.5 WOMP-FM will be live from the event. There will be hourly giveaways.

BELLAIRE, Ohio (River News Network) – What started as a “wonderful” Trump rally Saturday for a Bellaire woman and her family suddenly turned terrifying as former President Trump was grazed by a bullet in an assassination attempt.

Lou Ann Bennett along with her husband, Bob, and her son and daughter-in-law were witnesses to history in Butler, Pennsylvania when former President Donald J. Trump became the target of a would-be assassin.

The Bennetts gave an exclusive interview on “Dimitri-Live and Dangerously Local” on River Talk Monday morning.

Lou Ann and Bob were seated only 60 feet away from where former President Trump was speaking. Before the shots rang out, Lou Ann explained that Trump was referring to charts on the big screens by the stage and telling the crowd about his record on illegal immigration compared to President Biden’s record.

He turned and I heard a sound that was like firecrackers.

Lou Ann said there was a commotion onstage and she heard three firecracker-like sounds and saw smoke. She realized there were three shots going in one direction and the smoke she saw was from the bullets.

She said authorities ordered the crowd to take cover.
