More than 1,000 Belmont County residents file property tax appeals, auditor’s office provides update

ST. CLAIRSVILLE, Ohio — The Belmont County Auditor’s Office provided an update to River News Network on the ongoing property tax appeal process which saw more than 1,000 county residents filing appeals.

Between January 1 and March 31, 2025 — the designated window for filing appeals under Section 5715 of the Ohio Revised Code — a total of 1,032 property valuation complaints were filed with the Belmont County Board of Revision. Of these, 133 cases have already been resolved.

The Board is set to hold hearings for 25 cases this Thursday and Friday, while another 71 cases have received offer letters and are currently awaiting responses from the complainants. An additional 15 cases that have already undergone hearings are expected to receive final determinations on Wednesday.

There are 26 cases requiring external review, which involves an on-site appraisal to gather further information. The Board is also in the process of reviewing 62 more cases to determine whether settlement offers should be made.

Meanwhile, 15 cases have returned signed offer letters and are in the processing stage, which may result in either resolutions or hearing dates. Another 25 cases still need to be scheduled for hearings.

So far, four cases have been dismissed, and nine have been voluntarily withdrawn. A significant number — 647 cases — remain under internal review by the Board.

County officials remind property owners that although the complaint process may result in valuation adjustments, taxpayers must still pay their full property tax bills by the due date, Friday, July 18. If the Board determines that an overpayment was made, a refund for the difference will be issued accordingly.

Belmont County Treasurer Katherine J. Kelich announced Friday that her office mailed the second-half 2024 Real Estate Tax and Manufactured Home Tax bills to residents.
