Belmont County man who reportedly uploaded images of children he sexually assaulted pleads guilty in federal court, faces up to 60 years in prison

COLUMBUS, Ohio – Dennis Stopar, 65, of Flushing, Ohio, pleaded guilty in U.S. District Court Wednesday to sexually exploiting minors and possessing child pornography, according to Kenneth L. Parker, United States Attorney, Southern District of Ohio.

The plea agreement includes a sentence recommendation of 30 to 60 years in prison.

A press release from Parker’s office details horrific abuse involving multiple child victims that Stopar reportedly sexually assaulted and filmed then uploaded the images to a Dropbox online file storage account.

According to court documents, between 2022 and 2023, Stopar sexually assaulted multiple female minor victims, forced a minor male victim to engage in sexual activity with another child and created hundreds of videos and images of the horrific abuse.

In December 2023, Dropbox, Inc. submitted a cyber tipline to the National Center for Missing and Exploited Children (NCMEC) regarding child pornography being uploaded to a Dropbox account. Dropbox identified the IP address associated with the account within 24 hours.

Further investigation revealed Stopar, a convicted sex offender, lived in a trailer on the property identified as the IP address.

On December 28, Belmont County Sheriff’s Office deputies executed a local search warrant and seized Stopar’s electronic devices. Stopar’s electronic devices were subsequently processed via a federal search warrant, and he was charged federally in April 2024.

Stopar’s prior sex offense is a rape conviction for sexually abusing a victim beginning when the victim was approximately 6 years old until the victim was 16 years old.

Kenneth L. Parker, United States Attorney for the Southern District of Ohio; Elena Iatarola, Special Agent in Charge, Federal Bureau of Investigation (FBI), Cincinnati Division; and Belmont County Sheriff David L. Lucas announced the guilty plea entered today before U.S. District Judge Michael H. Watson. Assistant United States Attorneys Emily Czerniejewski and Jennifer M. Rausch are representing the United States in this case.

Big Lots going out of business after bankruptcy deal, sale falls through

COLUMBUS, Ohio – Columbus, Ohio-based discount retailer Big Lots announced Thursday that it is closing its remaining stores and going out of business. The company made the announcement on its website.

Big Lots was reorganizing in a Chapter 11 bankruptcy case and had hoped to strike a sale with Nexus Capital Management but that deal fell through, leading to upcoming closures of all its stores.

Big Lots will commence going out of business (“GOB”) sales at all remaining Big Lots store locations in the coming days to protect the value of its estate.

Bruce Thorn, Big Lots’ President and Chief Executive Officer, said, “We all have worked extremely hard and have taken every step to complete a going concern sale. While we remain hopeful that we can close an alternative going concern transaction, in order to protect the value of the Big Lots estate, we have made the difficult decision to begin the GOB process.”

The company is continuing to serve customers in-store and online, and will provide updates as available.

Big Lots has three, local Ohio Valley stores: Bridgeport, Ohio; Wintersville, Ohio and Moundsville, West Virginia.

In 1967, Sol Shenk founded Consolidated International, Inc., which became Big Lots.

Commissioner Josh Meyer says an emotional farewell to Belmont County colleagues

BELMONT COUNTY, Ohio – Laughter, tears, smiles and applause filled the chambers of the Belmont County Commissioners’ meeting Wednesday when their colleague of eight years, Commissioner Josh Meyer, bid everyone farewell.

Meyer’s term ends Dec. 31.

The room was packed with county employees, community members and Meyer’s family members. His mom even appeared via video chat to wish him well, expressing how proud she is of him and calling him a “patriot.”

Many people spoke about Meyer’s attributes of integrity and professionalism.

Avery Meyer, his daughter, said her dad taught her about professionalism and that she was “proud to be his daughter.”

Spencer Echemann, 2nd Ward Councilman for Martins Ferry and son of Commissioner Jerry Echemann, said Meyer and the commissioners made a “good team.”

Commissioner J.P. Dutton said Meyer was an “excellent commissioner” who will be missed.

Former Belmont County Tourism Director Barb Ballint said Meyer “made a difference in this county.”

Ohio State Representative Don Jones (R) was not present but issued a proclamation honoring Meyer for his work.

A moment of laughter came amidst the tearful goodbyes as outgoing Belmont County Sheriff Dave Lucas presented Meyer with a giant jar a pretzels, a gift he called an inside joke. Lucas said Belmont County wouldn’t be here without Meyer’s input and support.

Frank Pappini of the United Steelworkers thanked Meyer for his service, calling him a “friend to labor.”

Meyer said his work as commissioner and in the public arena was a dream he had beginning in childhood. He first entered public service and politics in 2011 as a Bellaire Village councilman, a position he held for five and half years before becoming a county commissioner.

Fire at WVU Research Farm causes $1 million dollars in damages

CHARLESTON, W.V. – On Wednesday, Dec. 18, the Office of the Fire Marshal in Charleston, West Virginia stated that a fire occurred at the West Virginia University J.W. Ruby Research Farm near Reedsville, West Virginia in Preston County.

The fire occurred on December 13 at 12:50 p.m.


The State Fire Marshal says the fire is believed to have originated in a piece of equipment that was parked in one of the exterior stalls of the horse barn. The fire then spread to the barn causing an estimated $1 million dollars in damages.


The State Fire Marshal ruled the blaze accidental.

No livestock or persons were injured as a result of the fire.

Festival of Nations returns to Weirton this spring

WEIRTON, W.Va. – The Weirton Festival of Nations will make its return to the city this spring after several years. It’s a chance to learn about a variety of cultures and countries.

Committee members met for the second time on December 16 to plan the long-awaited event. They say that all the pieces of the jigsaw puzzle are falling into place. They say the event is fun and educational and a great family experience.

Weirton will celebrate the Festival of Nations on March 22, 2025 at the Weirton Millsop Community Center from 11 a.m. to 4 p.m. Please save the date for fun and education. Admission and parking are free

Where is the sense of urgency? Blaine Bridge Committee members demand that ODOT takes action on closed span

BELMONT COUNTY, Ohio – Where is the sense of urgency? That’s the question Don Britton and other members of the Blaine Bridge Committee are asking the Ohio Department of Transportation (ODOT) and elected officials.

Britton is a Bridgeport resident, retired Ohio State Highway Patrol Trooper and member of the Blaine Bridge Committee, a group formed by fellow Bridgeport resident and business owner Nina Piccin Lenz, to protest the ongoing closure of the Blaine Hill Bridge, a vital transportation artery along U.S. Route 40 in Belmont County.

ODOT closed the bridge to one lane of traffic in July 2024 then shuttered it completely in August 2024 due to what they called rapid deterioration of the structure. ODOT said it had previous plans to rehabilitate the bridge in 2030. ODOT now expects the work to be completed by 2027, but that’s not soon enough for the residents and businesses who rely upon it.

The Blaine Bridge Committee asked regional and state ODOT officials for a public hearing about the closure, but ODOT denied their requests, Britton said. ODOT also told the committee that residents along U.S. 40 have access to public transportation but Britton says ODOT does not understand that the elderly might not be able to access this to haul groceries and attend medical appointments.

Blaine Bridge Committee members say there are many vital issues officials are missing by keeping the bridge closed so long. Britton is also a retired Ohio State Highway Trooper with a unique perspective on how the bridge closure affects law enforcement and public safety. Britton pointed to increased police and first responder response times and traffic stopped due to accidents on I-70, which runs parallel to U.S. 40. Traffic diverted from I-70 onto U.S. due to an emergency could prove a disaster, Britton says.

It’s one of the most heavily traveled interstates in the country. It’s a hub and if any critical incident, whether it be a crash, whether it be a hazmat spill, which is rare, but but Interestate 70, when I was still working, was I think second in the.
And hazmat traveling across it. – Okay. I remember one instant we had it shut down for several hours from a hazmat spill. But it wouldn’t take anything but a crash or a tractor trailer to Jackknife, and you have interstate 70 shut downand you have a logistical nightmare really.

With the frequency of accidents on I-70 and I-470 in West Virginia, traffic troubles could mushroom in the event of a major incident, Britton says.

The bridge closure affects residents in Blaine, Wolfhurst, Brookside, Bridgeport, Barton and St. Clairsville, but Britton says the entire Ohio Valley is affected since U.S. 40 where the bridge runs is a major transportation artery that people rely on every day, especially if I-70 is down.

Britton also says local businesses including the Vino di Piccin Winery, hair salons and gas stations are seeing a 40 to 50 percent decline in sales. The Bridgeport School District is rerouting buses and incurring higher fuel costs as well.

Many people are also unable to travel west to St. Clairsville and beyond since they do not like to drive on the interstate, Britton said.

Britton said his group is organizing a meeting in January with Ohio State Senator Brian M. Chavez (R) that the Belmont County Commissioners said they would attend. The Blaine Bridge Committee also reached out to Ohio Stater Representative Ron Ferguson (R) and may be contacting U.S. Senator Bernie Moreno (R) once he is sworn into office next month.

Several committee members were present at last week’s Belmont County Commissioners’ meeting and questioned if this bridge project would be so far delayed if it was located in a metro area like Columbus or Cleveland.

Blaine Bridge Committee members express concerns to Belmont County Commissioners

Commissioner Jerry Echemann said he and Commissioner J.P. Dutton met with ODOT last week and discussed the bridge issue. Echemann says the commissioners understand the gravity of the situation. Echemann says ODOT expects to have its environmental study completed by March 2025 and that work can start in summer 2026 with the bridge being reopened in 2027.

Echemann said ODOT informed the commissioners that this is not a rehabilitation project. It is a rebuild of the entire bridge. Just the bridge base will stay in place.

The Blaine Bridge Committee is asking residents to sign their petition, which Piccin-Lenz’s sister wrote. This is a grassroots effort with members gathering signatures after church services and at multiple locations in the Bridgeport area. They already have more than 1,000 signatures.

Wheeling woman lands in jail following multi-state police pursuit

WHEELING, W.Va. –  A Wheeling woman landed in the West Virginia Northern Regional Jail after she allegedly fled from police during a multi-state traffic pursuit, according to the Wheeling Police Department.

Wheeling Police arrested 27-year-old Savana Dawn Gwynn of Wheeling. She is charged with fleeing, receiving and transferring stolen goods, being a fugitive from justice and a capias. 

The incident began around 2 a.m., Sunday, when an officer patrolling Wheeling Island recognized a vehicle that had recently been reported stolen.

The driver of the stolen vehicle allegedly made various traffic violations, failed to adhere to the officer’s attempt to make a traffic stop, and sped away, fleeing into Ohio.

The suspect allegedly led police on a chase on I-70 West to Exit 220 in Ohio and onto various local roadways. The Ohio Highway Patrol located the vehicle and pursued it back into West Virginia on I-470. The chase ended in the area of 27th and Main Streets in South Wheeling.


Gwynn was taken to the Northern Regional Jail by Wheeling Police, where she remains as of Tuesday morning.

Charges are pending against a second occupant of the vehicle.
