Aloha! Belmont County DJFS employees travel to Hawaii, Las Vegas, California for conferences

BELMONT COUNTY, Ohio – Children’s Services workers at the Belmont County Department of Job & Family Services (DJFS) traveled on multiple out-of-state trips, including to Hawaii, Las Vegas, California, Georgia and Virginia Beach for conferences, River News Network has confirmed.

Some workers also received cash bonuses.

Bill Teets, Communications Director with the Ohio Department of Job & Family Services (ODJFS) in Columbus, tells River News Network that in 2022, ODJFS made $15 million available to public children’s services agencies in Ohio to address workforce recruitment and retention.

Belmont County DJFS applied for and received approximately $40,000 of those Children’s Services Recruitment & Retention grant funds.

The grant was paid for with General Revenue Funds.

Teets told RNN that the money was not to be used for travel.

Belmont County’s application for grant funding included approximately $40,000 for conferences; however, the application did not specify the location of any conferences and did not indicate the use of funds for the travel to the conference. The funds were not intended to be used for travel expenses, regardless of whether that travel was in-state or out.

River Talk Radio host Dimitri Vassilaros broke the story in 2023 on Dimitri! Live & Dangerously Local!™️after Belmont County DJFS workers posted photos from these trips on social media.

The Ohio Department of Job & Family Services (ODJFS) was unaware that Belmont County DJFS used the funds for out-of-state travel until another local media outlet, which did not pursue the story, made an initial inquiry to the state about the travel.

River News Network revisited the story in 2024. For full disclosure the RNN News Director, Karen Fatula, was employed by Belmont County DJFS but resigned her position nearly 15 years ago.

RNN sent a Freedom of Information Act request to Jeff Felton, Director of Belmont County DJFS, concerning employee travel and received all documents requested.

Here is what we found:

  • Belmont County DJFS Children’s Services workers received a total of $7,500 in retention bonuses for casework staff, including the screener. This was paid through Dec. 23, 2022
  • The on-call duty workers received an extra $100 per day per worker
  • Each of the two on-call supervisors received $2,000 in bonuses paid in March & June 2023
  • Staff was afforded the opportunity to attend national & international conferences regarding child welfare from a list dated Nov. 2022 to June 2023
  • Trainings were open to all children’s services staff including case aides, screeners, case managers, supervisors and administrators

The total cost for the bonuses and travel was $40,694.

Belmont County DJFS employees traveled across the county, even trekking to Hawaii. They went to Honolulu, Hawaii, staying at the Hawaii Convention Center on the island of Oahu. Other destinations included the Excalibur Hotel & Casino in Las Vegas, Nevada as well as excursions to Palm Springs, California and Virginia Beach, Virginia.

The county’s grant application states that the workers were expected to inform other agency workers about what they learned during these conferences. The Hawaii conference was presented by the Institute on Violence, Abuse & Trauma. One of the training sessions in Hawaii included a track on “Native Hawaiian, Pacific islander and Indigenous Populations Trauma.” According to the latest U.S. Census figures for Belmont County, the number of Native Hawaiians and Pacific Islanders living in the county is negligible, or just above zero. Other areas of emphasis at this Hawaii conference included homelessness, LGBTQIA+, Substance Abuse and Threat Assessment.

Teets tells RNN that ODJFS found no indication that the money was used to pay for family members to accompany workers of these trips.

However, Teets says the money was to be used for trainings and conferences, not travel. Although Teets says the Ohio Department of Job & Family Services told Belmont County DJFS that it should consider where it uses public resources in selecting future conference locations, the state agency chose not to seek reimbursement of the funds.

We were made aware in June 2023 of allegations that Belmont County had used the funds for out-of-state conference and did confirm approximately $40,000 was used. We also found no indication that any money was used to pay for family members. After reviewing the situation, we discussed with the county, that while the use of the grant for training was allowable, the intention was that it not be used for travel. We also discussed the need to consider in the future whether selecting certain conference locations is the best use of public resources, and to consider training opportunities that are virtual or closer. We decided not to seek reimbursement of any of the funds.

As our staff had an average of over 15 years experience with little turnover, we decided to allow staff to attend conferences they would not normally be able to attend.  This plan was approved by the state.

However, as stated above, Teets says Belmont County DJFS did not specify on its grant application that it planned to use the funds for travel to out-of-state conferences.

County agencies also had the choice to use grant fund to repay workers’ student loans, but there is no indication that Belmont County did that. Felton also remarked that his workers had an average of 15 years on the job.

Documents obtained from Belmont County DJFS by RNN show that seven children’s services workers traveled to Hawaii in April 2023 for this conference at an estimated cost of around $26,000.

Workers stayed five nights in Hawaii at $226 per night for a total of $1,132 per employee. They also stayed the first night of their trip in Columbus for $150 each, presumably to catch their flight the next day. It only takes 1 hour 42 minutes to travel from the Belmont County DJFS office in St. Clairsville to John Glenn International Airport in Columbus. The need for a night in Columbus is questionable.

Each of the seven county employees incurred the following expenses on the Hawaii trip:

  • Registration $473
  • Lodging/Parking $1,425
  • Airfare $1,000
  • Meals $300 ($50 x 6 days)
  • Total per employee = $3,198

In addition, $2,800 was spent on rental cars and $825 on mileage.

Employees also attended other out-of-state trainings in Las Vegas, Palm Springs, California and Virginia Beach, for which travel was not an allowable expense per ODJFS. Despite acknowledging this and that Belmont County DJFS should consider geographically closer or remote trainings and how it uses public resources, the state will not ask the county to pay back the $40,000 it used on these trips.

Hold it…Belmont County rest stop reopening delayed until spring

UPDATE: Dec. 23, 2024 – ODOT will be having a future ribbon cutting ceremony at the westbound rest area, but Gov. DeWine is not a confirmed speaker at the event, according to Lauren Borrell, Public Information Officer, ODOT District 11.

BELMONT COUNTY, Ohio – Motorists traveling through Belmont County may need to drive a few extra miles if they are seeking relief at a rest stop.

Last week, ODOT told the Belmont County Commissioners that the rest stops along Interstate 70 in Belmont County would reopen in January.

However, Belmont County Commissioner Jerry Echemann now tells River News Network that ODOT has moved the reopening back until at least March.

Echemann says ODOT’s work on the project was initially delayed when they could not obtain tiles for the buildings’ interiors.

Ohio Governor Mike DeWine (R) will be on hand for a dedication ceremony.

Both eastbound and westbound facilities will reopen.

The rest areas closed in Nov. 2023 as part of a statewide remodeling and replacement project.

Trinity Health System Earns National Recognition for Promoting Organ, Eye, and Tissue Donation

STEUBENVILLE, Ohio – Trinity Health System earned national recognition
for its efforts to increase organ, eye, and tissue donor registrations through the 2024 DoNation Campaign.


The DoNation Campaign challenges organizations to educate their staff, visitors, and
communities about the critical need for organ, eye, and tissue donation, including offering
opportunities to register as organ donors. Trinity Health System earned Platinum recognition for conducting awareness and registry activities between Oct. 1, 2023, and Sept. 30, 2024.


“The importance of this award is to raise awareness and shows the hospital’s
dedication to assisting those efforts,” Jessica Porter, MSN, RN, Critical Care Clinical
Manager, Trinity Health System, said. “It also shows our commitment to supporting
families and their loved ones in these decisions and helping others who are waiting for
these life altering events as well. We are dedicated not only to the families here in the
hospital, but it shows our support to continue these efforts in the community by raising
awareness and getting families to talk about their decisions regarding organ donation.”


The campaign is a national initiative that unites the U.S. Department of Health and Human
Services, Health Resources and Services Administration, and the organ donation community with workplaces across the nation in spreading the word about the importance of donation.

Blaine Bridge Committee members express concerns to Belmont County Commissioners

BELMONT COUNTY, Ohio – A large group of Belmont County residents expressed their concerns over the Blaine Hill Bridge closure at the Wednesday meeting of the Belmont County Board of Commissioners.

Jeff Gazdik formed the Blaine Bridge Committee for concerned residents. He is also a Colerain Township Trustee and told commissioners that the bridge’s closure is negatively affecting businesses, seniors and safety services.

Gazdik asked why ODOT says it will take several years to fix the Blaine Hill Bridge when a bridge that collapsed into the Ohio River in West Virginia in 1967, the Silver Bridge, only took two years to replace.

The Blaine Hill Bridge is in Pease Township but Gazdik says it borders Colerain Township and impacts several local communities including Blaine, Lansing, Wolfhurst, Bridgeport, Brookside, Barton and St. Clairsville. Gazdik explained that fire department and EMS response times have increased as crews find alternate routes to reach people. He said home health nurses and meals on wheels also suffer.

Gazdik said local businesses are seeing less revenue and that the residents in his group are asking elected officials to intervene to speed up construction on the bridge.

some of these businesses won’t be able to survive, and so we just kind of want answers we felt like we wasn’t getting a lot of answers from ODOT. we have been calling our state rep, our senators and we just wanted to come to the commissioners meeting today to let them know that we formed a group and ask them for their support and help and we felt like we got some good answers today because they had a meeting this morning with ODOT and got some answers that we didn’t know, and we’re going to continue.

Nina Piccin Linz co-owns the Vino di Piccin Winery in Lansing with her siblings. She says she has lost 40 percent of her business due to the bridge closure.

She and her sister wrote a petition to reopen the Blaine Hill Bridge and more than one thousand people have signed it. Linz says the petition asks that ODOT move up work on the project from 2027 to 2025

Linz told commissioners it’s becoming difficult to pay her employees and the musicians she hires to entertain guests, some of whom travel hours to visit the winery.

Business is down 40% and that’s because traffic is down. people are unable to get down there. we have people that come from everywhere. a couple weeks ago we had someone from Cincinnati that drove and they stayed in St. Clairville. they drove down to Bridgeport got off went back to Lansing came to the business they were hoping we had entertainment which we didn’t that night, which you know we’re trying to keep our entertainment, but if.
we can’t pay them, then we’re not going to be able to keep them.

Officials from the Bridgeport School District explained that buses are being rerouted and fuel costs have increased.

One resident, Mr. Britton, who is a retired Ohio State Highway Patrolman, is concerned over possible slower response times to crime scenes and mutual aid to departments. He also is worried about potential hazardous waste spill incidents on I-70 which could shut down the highway. With the bridge closed, he asked how traffic would be rerouted.

Several people in the crowd expressed their frustration and feeling that if the bridge was in a metro area like Cleveland or Columbus, ODOT would try to fix it faster.

Commissioner Jerry Echemann said he and Commissioner J.P. Dutton met with ODOT early Wednesday morning and discussed the bridge issue. Echemann says the commissioners understand the gravity of the situation. Echemann says ODOT expects to have its environmental study completed by March 2025 and that work can start in summer 2026 with the bridge being reopened in 2027.

Echemann said ODOT informed the commissioners that this is not a rehabilitation project. It is a rebuild of the entire bridge. Just the bridge base will stay in place.

Commissioner J.P. Dutton says the board of commissioners have been talking to officials about the bridge since summer. ODOT estimates the bridge will cost $14 million to replace and they are working to secure funding. The commissioners said funding will not be an issue, and if the state of Ohio does not have the money, federal money may be available.

Dutton said ODOT agrees that it is “extremely unusual” for a major bridge like the Blaine Hill Bridge to be shuttered so long.

Residents questioned if ODOT can reopen one lane of the bridge. Dutton said ODOT has no plans to reopen the bridge now due to safety issues. The bridge was in a rapid state of deterioration which led to its closure. Also, motorists ignored barriers when the bridge was briefly open to one-way traffic.

Bellaire power outage affects nearly 1,000 customers Thursday morning

BELLAIRE, Ohio – Bellaire residents experienced a power outage early Thursday morning.

AEP tells River News Network that the outage began at 4:58 a.m. and the cause was an equipment issue. AEP says its crews are still investigating.

AEP says 935 customers are affected.

AEP said the estimated time of restoration was 8:30 a.m. Thursday morning.

City of Weirton and Form Energy collect food and toys for the Salvation Army

WEIRTON, W.Va. – The City of Weirton and Form Energy representatives presented items they collected from a food and toy drive to the Salvation Army on Wednesday.

The City of Weirton partnered with the Weirton Festival Committee, Weirton Board of Parks, Mary H. Weir Library, and Form Energy to collect food and toys for the Salvation Army to help those in need during the holiday season.

The group says they came together as a community to bless those in need during the holiday season.

BELMONT COUNTY, Ohio – The rest stops along Interstate 70 in Belmont County will reopen in January, Belmont County Commissioner Jerry Echemann tells River News Network.

Echemann says the Ohio Department of Transportation notified commissioners of the reopening during a meeting Wednesday.

Ohio Governor Mike DeWine (R) will be on hand for a dedication ceremony.

Echemann says ODOT’s work on the project was delayed when they could not obtain tiles for the buildings’ interiors.

Both eastbound and westbound facilities will reopen.

The rest areas closed in Nov. 2023 as part of a statewide remodeling and replacement project.

Urban Mission Ministries appoints Arbaugh as new Executive Director

STEUBENVILLE, Ohio – The Urban Mission Ministries announced the appointment of Rev. Dr. Kimberly Arbaugh as its new Executive Director, effective January 15, 2025.

Arbaugh succeeds Rev. Ashley Steele, who recently transitioned out of the role. Interim Executive Director Tiffany Beckwith provided leadership during the transition.

Arbaugh joins Urban Mission from Carrollton First United Methodist Church where
she served as Lead Pastor for the past 5 1/2 years. Her extensive experience in ministry,
coupled with her volunteer work with the Urban Mission’s JOSHUA program, provides a
deep understanding of the organization’s mission and values. The Board of Directors is
confident that her leadership will strengthen the organization’s connection to The United
Methodist Church and further its vital work in the community.


“I believe God has called me to this role,” said Rev. Dr. Arbaugh. “I am honored to join the
Urban Mission team and work alongside everyone to continue its important mission.”


The Urban Mission Ministries, founded in 1959 by the United Methodist Church, provides
food, shelter, and essential services to individuals and families in Steubenville. The
organization works to build trust, eliminate barriers, and foster healing and restoration
through service, education, and hands-on training. It also collaborates on community
development and economic initiatives to create lasting, positive change.


The Urban Mission continues to seek the community’s support and prayers as it embarks
on this new chapter.
