Fate of high school football postseason in WV Supreme Court’s hands

CHARLESTON, W.Va. – High school football playoffs in West Virginia are delayed by at least one week while a court battle intensifies.

A court fight over the West Virginia Secondary Schools Activities Commission (WVSSAC) high school playoffs continues… now with an expedited request for a decision from the Supreme Court of Appeals of West Virginia.

The WVSSAC argues a Wood County judge made a mistake in granting an injunction on Nov. 9 concerning school reclassification. Also, on Nov. 11 the Mason County Circuit Court granted an injunction granted imposing requirements on the WVSSAC concerning game scheduling and which teams could compete in the playoffs. The two orders are conflicting.

The fate of the high school football postseason in West Virginia remains uncertain until the West Virginia Supreme Court of Appeals renders its decision.

Newly-elected Republican Belmont County Commissioner wants person who allegedly destroyed his campaign signs held accountable

BELMONT COUNTY, Ohio – One newly-elected official in Belmont County wants the individual who allegedly destroyed his campaign signs held accountable.

Vince Gianangeli, the newly-elected Republican Belmont County Commissioner, spoke with River News Network about a troubling vandalism spree that resulted in the destruction of multiple political signs.

Gianangeli says that on the night of Oct. 12, a male reportedly driving a dark-colored Tesla allegedly destroyed eight of Gianangeli’s campaign signs across four different locations in Belmont County.

Gianangeli says the alleged vandal was captured on surveillance camera in Bellaire near Belmont Savings Bank and a warehouse. The male allegedly destroyed signs at that location in Bellaire as well as at the bottom of I-470 and Route 7, beneath the Route 7 underpass in Bridgeport and finally, near North 5th Street in Martins Ferry.

Gianangeli says he spoke with Bellaire Police Chief JJ Watson about the alleged incidents. It is Gianangeli’s understanding that the individual confessed to police that he destroyed the signs. Watson also told River News Network that a person admitted to damaging or destroying the signs.

River News Network spoke with Watson about the incident and he referred us to Belmont County Prosecutor Kevin Flanagan. We made a public records request to the prosecutor’s office on Nov. 8. In a letter dated Nov. 8, Flanagan states that records concerning the incident are exempt from a public records request due to the Confidential Law Enforcement Regulatory Records exemption and have a “high probability of revealing the identity of an uncharged suspect.” Flanagan added that he would revisit our request if charges are filed, or, if there is a decision not to file charges.

Gianangeli says he has been on the ballot in Belmont County eight times over the years and has won six elections. He says election signs are costly and anyone who vandalizes them should be held accountable. Gianangeli says he knows the name of the individual who allegedly destroyed his campaign signs, but does not want to release the person’s name.

It’s not smart to destroy election signs. The individual is an adult who should be held responsible. I don’t want to release the name of the individual involved, but he is a male resident of Belmont County.

Although Gianangeli wants the person responsible for the destruction of his political signs held accountable, he hopes for redemption for that person.

Belmont County Commissioners honor service members with new Veterans’ Plaza

ST. CLAIRSVILLE, Ohio – It’s a new plaza that is imagined as “the public living room of Belmont County,” a place to honor our veterans and gather near the courthouse in St. Clairsville.

Local veterans will have a front-row seat at the new plaza, which Belmont County Commissioners announced Wednesday they will name Veterans’ Plaza in honor of local service members.

Belmont County Commissioner Jerry Echemann told River News Network that it was important to him and his colleagues to choose a meaningful name for the plaza.

veterans day, and, you know, when you look in the eyes of these veterans and they thank you,they thank you from the bottom of their heart. these guys are so sincere and have such gratitude just for naming something veterans’ plaza, and we really appreciate that

Several Belmont County veterans attended the Wednesday commissioners meeting for the announcement including Terry Puperi of American Legion Post 312 in Belmont.

Puperi said it is an honor to have the plaza named for the veterans of Belmont County.

It’s a great honor for the veterans of our county. We have so many veterans in our county as they mentioned in the meeting. I think that being this county seat right here in St. Clairsville, putting this plaza up is just a tremendous honor.

Puperi hopes to see educational programs about the military for younger generations plus ceremonies to honor veterans at the new Veterans’ Plaza on special days like Memorial Day and Veterans Day.

Perhaps most of all, Puperi says the plaza will be a gathering place for veterans to meet and remember.

I looked at the picture the architect drew up and it’s just a nice place to come and sit. And I think that just, you know, for veterans, maybe just coming to sit and think about our service. You know, you hear us talking over here and telling old war stories if you will, and you know that’s what we do, and it would be a nice gathering place, I think.

Hayes says commissioners selected his company for design and engineering helped for the project. He added that funds are now secured through ODOT (Ohio Department of Transportation) and the project will go out for bid. Hayes added that the plaza with be accessible to disabled people.

It will absolutely be a nice gathering place for people, and so the idea is to make a better space for for people…more importantly than anything to bring it into ADA compliance with parking spaces, slopes, handrails, all the stuff that needs to happen to a pre-ADA landscape and streetscape space.

Echemann says the project is around 95% funded by the Ohio Department of Transportation and the courthouse’s proximity to U.S. Route 40 enabled eligibility for that funding.

Construction on Veterans’ Plaza is scheduled to begin in April and finish in October, according to Echemann.

Helping Holidays Food and Toy Drive Hoping to Help Ohio Valley Families This Year

BELMONT COUNTY, Ohio – Helping Holidays is a charitable organization providing holiday meals and Christmas gifts to families and children in the Upper Ohio Valley.

They are asking for help from the community to help local families in need through their food and toy drive.

Helping Holidays is also accepting applications for food and Christmas gift assistance. The food assistance will provide a Thanksgiving meal and Christmas meal to needy families, while the Angel Tree will provide Christmas gift assistance to children ages newborn to 16.

If you would like to sign up to receive meals and/or put your child’s name off the tree, please call 740-298-5126. The cutoff date to sign up for or donate for Thanksgiving meals is Nov. 22. The cutoff date to sign up for or donate for Christmas meals and the Angel Tree is December 18.

Last year, organizers say they provided more than 60 holiday meals and Christmas gifts to nearly 30 children.

You can donate non-perishable food items at R Barber Shop or St. John’s Church in
Bellaire. To sponsor an Angel Tree child, stop in at the school, check in at the office and select a child from the tree. Then call 740-298-5126 to let Helping Holidays know that you have selected that child. Cash donations can also be made by calling that number.


Helping Holidays is also hosting two fundraisers to support their efforts. The first is the “Crafts and Coffee” event on November 20 from 6 to 8 p.m. at the St. John Church cafeteria on Tallman Avenue in Bellaire.


This “paint and sip” style event will offer specialty coffees, hot cocoa and cookies and feature a beginner-friendly “Winter Wonderland” painting. Cost is $35 per person and spots are limited. You must RSVP for this event and can do so by texting @gcae22 to 81010.


The second event is “Family and Me Christmas Crafts” on Dec. 7 from 4 to 6 p.m. at
St. John Church cafeteria in Bellaire. In addition to coffee, hot cocoa and cookies,
this family-geared event “paint and sip” style event will feature two activities: a canvas painting (The Grinch) and an ornament craft (both suitable for all ages). The cost for the canvas painting is $25 (two people) and the cost for the ornament craft is $25 (two people). You can register for both activities for $50 ($5 for each additional child). Both events will be taught by local artist Melissa Siber. All proceeds from the fundraisers, as well as any individual donations toward the programs, will be used to buy food and Christmas gifts for those who sign up for the Helping Holidays program.

New Wheeling parking garage opens, features EV chargers

WHEELING, W.Va. –

The city of Wheeling announced Tuesday that its new, fully automated 6-story parking structure is open for business.

The parking garage is located at the corner of Market and 11th streets in Downtown Wheeling.

It has 290 parking spaces plus charging stations for electric vehicles and bicycle parking. The ground level of the parking structure has 10,000 square feet of street level retail and commercial space available for lease.

Groundbreaking for the project was held in April 2022.

West Virginia still working with FEMA on disaster recovery after spring storms

CHARLESTON, W.Va.– West Virginia has taken significant steps toward recovery following the April 11-12, 2024, severe storms, floods and landslides, according to FEMA.

More than 160 days after the May 24, 2024, presidential disaster declaration, FEMA says the response to help West Virginia’s disaster survivors is close to $3 million.

To date, survivors have received more than $2.9 million in federal disaster assistance for a variety of recovery purposes.

  • More than $2.1 million in grants have been approved to make essential repairs for homes to be safe, secure and functional and for a place to stay for homeowners and renters whose residences were uninhabitable.
  • More than $829,000 in grants has gone to homeowners and renters to repair and replace certain household items and for disaster-related medical and dental expenses.
  • More than $925,000 of the $2.9 million in grants approved was the result of follow-up communications from FEMA staff to help submit missing documentation and identify additional recovery needs.
  • With the average grant totaling more than $7,660, West Virginians are well above the national average for disaster grant awards, according to FEMA
  • Homeowners, renters and businesses have received more than $226,000 in low-interest disaster loans from the U.S. Small Business Administration (SBA) to repair, rebuild and replace damaged property and contents. Disaster loans cover losses not fully compensated by insurance or other sources.
  • NFIP policyholders have received more than $200,000 in claims to repair and rebuild flood-damaged property.

FEMA says it worked closely with state and local emergency management and regional planning and development councils in identifying impacted communities in the affected counties, as well as locating disaster recovery center sites to help residents affected by the floods and landslides apply for federal assistance. Applicants at the recovery centers frequently cited word of mouth and news broadcasts leading to their visits.

“I can’t say enough about how important our relationships were with local and state partners in getting assistance to our survivors,” Deputy Disaster Recovery Manager James Young said. “The support in reaching out to individuals and affected communities has been both inspiring and instrumental in carrying out our mission”

“Recovery is a long journey, and the progress we’ve seen in these 160 days is a testament to the resilience and unity of West Virginians,” said GE McCabe, Director of the West Virginia Emergency Management Division. “The progress is only possible through the combined efforts of our federal, state, and local partners, as well as community organizations and every resident who has stepped up to help. We remain dedicated to supporting our communities every step of the way, ensuring a stronger, safer future for all impacted by these disasters.”

The following highlights recovery progress made in the 160 days since the disaster was declared and how disaster survivors and affected communities are overcoming challenges:

  • Survivors in 11 counties – Boone, Cabell, Fayette, Kanawha, Lincoln, Marshall, Nicholas, Ohio, Putnam, Wayne and Wetzel – were immediately eligible to apply for help under FEMA’s Individual Assistance (IA) program.
  • Local, county and state government infrastructure and certain private nonprofit organizations in ten counties – Boone, Brooke, Doddridge, Gilmer, Hancock, Lincoln, Marshall, Ohio, Tyler and Wetzel– were eligible to receive funding through FEMA’s Public Assistance (PA) program to repair and rebuild certain eligible disaster-damaged facilities. Seventy-seven projects are in development for state and local entities covering a range of public works from water infrastructure to road repair and debris removal.
  • More than 698 West Virginia households have registered with FEMA for assistance

FEMA says it continues to collaborate with community partners to find solutions to enable West Virginia’s recovery.

Commercial trucks misdirected by GPS snarl Belmont County roads

BELMONT COUNTY, Ohio – Motorists driving near U.S. 250 in Belmont County are posting on social media about traffic tie ups due to commercial trucks traveling on narrow county roads.

Lt. Brian McFarland of the Ohio Highway Patrol St. Clairsville post spoke to River News Network and confirmed that recently around five commercial trucks have been unable to negotiate the narrow roads and turns on three county roads off U.S. 250. Those roads are Crescent Road, Barton Road and Farmington Road.

McFarland said the trucks’ GPS systems are misdirecting them down these county roads. He said it is unclear if the GPS systems used are the commercial ones or ones for the casual motorist. Still, McFarland said the truckers should pay attention to the signs posted on these roads that clearly prohibit commercial truck traffic.

The trucks are not associated with the oil and gas industry, McFarland explained, but are hauling a variety of items.

McFarland says the trucks become stuck when going around turns and cannot back up. Law enforcement must then respond and dispatch a commercial wrecker to tow the stuck truck.

According to McFarland, truckers are fined for these incidents for failure to control.

McFarland said the incidents happen sporadically.
