STEUBENVILLE, Ohio – Steubenville began a new chapter in municipal leadership on April 1 as Michael R. Johnson officially took over the role of city manager.
This transition marks the first time in a decade the city has seen a change in its top administrative office.
Johnson succeeds Jim Mavromatis, a Steubenville native who concluded his ten-year tenure on March 31. Mavromatis retired following a decade of service focused on city progress and development.
Johnson, who received approval from the City Council in February 2026, stepped into the position on Wednesday to lead the city’s day-to-day operations and continue the initiatives established over the last several years.
