BELMONT COUNTY, Ohio – Three contractors submitted bids for the major Crescent Road paving project in Belmont County, according to County Engineer Terry D. Lively. Lively says bids were submitted by the March 19 deadline.
Crescent Road is also known as County Road 5 and runs from U.S. 250 in the Colerain area to St. Clairsville where it becomes North Sugar Street. It is a heavily traveled road with many potholes and cracks. Lively describes the current condition of the roadway as “below average.”
The bid details are as follows:
- Shelly & Sands, Inc.: $522,588.50 (+2.6% over estimate)
- NLS Paving, Inc.: $549,055.00 (+7.8% over estimate)
- Cast & Baker Corporation: $599,699.50 (+17.7% over estimate)
Lively noted that while the final bid award is still pending, the county sees no reason why the project wouldn’t go to the low bidder, Shelly & Sands. The paving work is slated for two sections:
- Crescent Road: From the intersection of CR 10 Crescent Barton Road to US 250.
- Emerson Road: From US 250 to the Jefferson County line.
A pre-construction meeting will set the final project timeline, including the start date. In preparation, construction signs will be posted at least seven days prior to the commencement of work.
During construction, one lane of traffic will be maintained, although brief interruptions of up to 15 minutes may occur as equipment is repositioned. While the use of alternate routes is appreciated, it is not mandatory. County officials continue to urge the public to slow down and exercise caution in the designated construction zones.
