Apartment residents face third month of frigid winter weather without heat

STEUBENVILLE, Ohio — Some residents of Heritage Place Apartments in Steubenville remain without heat, marking at least three months without a working boiler in the building complex.

Despite promises of repairs, tenants are still relying on space heaters distributed by building management as they wait for the boiler to be fixed. The complex’s owners, Green National and WG-Heritage Place OH, have paid for the necessary part to restore heat, but there is still no word on when it will be installed.

Meanwhile, two complaints filed by affected residents are moving through Jefferson County Common Pleas Court. The residents are represented by attorney Pam Bolton of Legal Aid of Southeast and Central Ohio. Bolton secured a preliminary injunction in January, requiring the owners and their then-management company, ABC Management, to either relocate tenants to furnished apartments or place them in nearby hotels if the heat wasn’t restored immediately, but no action was taken.

In addition to the ongoing heating issue, a second complaint was filed by a tenant whose townhouse-style apartment suffered water damage after her pipes froze and burst.

As winter temperatures continue, residents are left wondering when their homes will finally be warm again.
