EAST LIVERPOOL, Ohio — A former employee of the East Liverpool City Health District is facing 23 felony charges of tampering with records.
Alan Masters, 64, of Salem, is accused of submitting reports for health inspections that allegedly never took place.
Masters is scheduled to be arraigned April 30.
