Ohio Valley Waste Incinerator Seeks EPA Approval

EAST LIVERPOOL, Ohio — Arcwood Environmental, the operator of a hazardous waste incinerator in East Liverpool, is seeking approval from the Ohio Environmental Protection Agency to accept additional blends of waste gas at the facility.

The plant originally opened in 1993 as Waste Technologies Industries, commonly known as WTI.

According to the permit application, the company is requesting authorization to handle gases including helium, sulfur hexafluoride, and up to a one-percent concentration of 1-Chloro-1-fluoro-ethylene.

In the filing, Arcwood stated the gases “do not pose any risks that were not addressed during the 2002 accident analysis.” When the facility was still known as Waste Technologies Industries (WTI), regulators and the company conducted extensive risk and accident analyses examining potential hazards associated with operating the hazardous waste incinerator in East Liverpool. Those studies evaluated possible chemical releases, fires, explosions, and other emergency scenarios tied to the plant’s operations.
