Steubenville Faces $34.5 Million in Water System Improvements

STEUBENVILLE, OHIO — The City of Steubenville is facing approximately $34.5 million in water system improvements over the next 15 years as officials work to address aging infrastructure.

During Tuesday’s City Council Finance Committee meeting, Utility Director Jim Jenkins presented a capital improvement plan identifying 20 projects throughout the city’s water distribution system.

The projects were identified following an assessment of aging pipes, water flow concerns, water line breaks and service reliability.

The city is also moving forward with the second phase of its $35.3 million water treatment plant improvement project, while rehabilitation of the Belleview water tower was completed in August.

Jenkins said the city will pursue state and federal funding opportunities, but grants are unlikely to cover the full cost of the improvements.

The expenses could also affect future discussions about water rates, as city officials consider how to fund necessary upgrades while keeping costs manageable for residents.

Meanwhile, the city’s wastewater department is planning additional sewer improvements, and officials are considering a sanitation rate increase of less than $10 per month to address ongoing financial losses.

City leaders will continue reviewing infrastructure priorities and funding options as they prepare for the 2027 budget.
