Belmont County Commissioners continue tax abatements for two local companies

BELMONT COUNTY, Ohio – The Belmont County Board of Commissioners authorized to continue tax abatements for two local companies at their meeting Tuesday.

Muxie Distributing Company in Bellaire and and Hill International Property LLC in St. Clairsville will continue to receive tax incentives. J. P. Dutton, President of the Board of Commissioners, said the board reviews these abatements to ensure that the companies which receive them meet guidelines. Jerry Echemann, Vice President of the Board of Commissioners, noted the tax abatement period is 10 years.

Commissioners held their weekly meeting on Tuesday due to scheduling conflicts.

Commissioner Vince Gianangeli was absent due to attending a training and orientation session for new county commissioners in Columbus. The program is a key initiative that takes place every two years in February. This structured program is part of a broader effort by the County Commissioners Association of Ohio to support the professional development of county officials and ensure the smooth operation of local government, according to Dutton.

Dutton was present at Tuesday’s meeting but said he was traveling to Washington D.C. to attend energy meetings and scheduled visits.

Commissioners also handled routine business, including:

Granting travel permissions for senior center employees to attend events outside the county in March 2025.
Approving an equipment purchase of a John Deere 316GR Skid Steer from Ag-Pro Companies for the Building and Grounds Department, with trade-ins offsetting costs. The department traded in two tractors for $14,500. The skid steer was priced at $43,619. The county paid $29.369.10 total after the trades.
Accepting a quote for $27,738 from Kofile to to digitize records for the Belmont County Clerk of Courts. The county is using American Rescue Plan Act funds (ARPA) funds.
Facilitating fund transfers for the Board of Developmental Disabilities.
Approving an agreement allowing for reimbursement of legal representation costs by the Belmont County Prosecutor for children’s services cases for the Belmont County Dept. of Job & Family Services. The prosecutor will claim reimbursement at the rate of $40.57 per quarter hour. This is effective Jan. 1, 2025 through Dec. 31, 2025.
Signing off on the Ohio’s Senior Farmers Market Nutrition Program agreement with the Area Agency on Aging Region 9 on Behalf of Senior Services of Belmont County.
Signing off on the Housing Revolving Loan Fund Administration Agreement with the State of Ohio Development Services Agency for lien repayments from CHIP projects.

The board also emphasized the importance of ongoing initiatives, such as the Farmers Market Program, which benefits both local seniors and farmers, and the regional housing projects led by the Belmont Regional Council.

Looking ahead, the commissioners’ next meeting will be held at its regular time of 10 a.m. on Wednesday, March 5.

BELLAIRE, Ohio — The Salvation Army Northeast Ohio Division has relieved Major Louis Patrick of his duties at its Bellaire Corps Community Center following prosecutors charging him with a felony sexual battery charge.

Patrick, the former head of the Bellaire post, faces a fifth-degree felony charge after a female worker at the center reported an incident of alleged sexual misconduct to the Bellaire Police Department earlier this month. According to published reports, the woman contacted authorities on April 7, prompting an investigation by local police.

After conducting interviews with multiple individuals connected to the case, the Bellaire Police Department referred its findings to the Belmont County Prosecutor’s Office. Prosecutors then formally charged Patrick with one count of sexual battery. The case was filed directly through Belmont County courts, and Patrick was not arrested, police confirmed. A protection order has also been issued on behalf of the alleged victim.

In response to the charge, the Salvation Army’s Northeast Ohio Division released a statement acknowledging the situation.

“The Salvation Army can confirm that Major Louis Patrick of our Bellaire, OH, Corps Community Center has been charged with sexual battery following a complaint lodged by an adult female worker at the Community Center,” the statement said. “Major Patrick has been removed from his position pending the result of his trial. The Salvation Army is doing everything we can to support the person who made these allegations and other staff and volunteers at the Bellaire Corps Community Center who this incident may impact.”

Belmont County welcomes Technocap expansion to Bellaire

BELLAIRE, Ohio — In a significant boost to Belmont County’s economic landscape, Technocap has announced its expansion to Bellaire, bringing a wave of new opportunities to the region. The project, backed by a $4.5 million investment from the State of Ohio and supported by JobsOhio, will create new jobs in the area.

Tecnocap expects to create 29 full-time-equivalent positions, generating more than $1.3 million in new annual payroll as a result of the company’s new location in Bellaire.

The new Technocap facility will be located at 271 17th Street, in south Bellaire, according to Belmont County Commissioner J.P. Dutton. Dutton described the location as a large and strategically placed building adjacent to the Ohio River, ideal for the company’s growth.

Dutton expressed excitement about the expansion, emphasizing the collaborative efforts behind the scenes. “It’s fantastic news. It showcases the hard work done in Belmont County and the strong partnership we have with the state.”

He highlighted the vital role played by JobsOhio, Ohio Southeast Economic Development (OhioSE) and the Belmont County Port Authority in facilitating the project.

Matt Abbott, the newly appointed director of Ohio Southeast Economic Development, is set to begin his role next week and Dutton says he is expected to continue fostering these essential partnerships.

“We’re really excited to work with him. JobsOhio has an outstanding revitalization program, and this project is a perfect example of how that funding can drive economic growth,” Dutton added.

The $200,000 revitalization grant from JobsOhio will support the development of the new facility, reinforcing Belmont County’s commitment to job creation and workforce development.

“We want to see investment along the Ohio River on both sides,” said Dutton. “These sites have great potential, and with a bit of effort, they can once again become thriving economic hubs.”

Bellaire has seen several recent investments, including the continued tax incentive package approved by Belmont County commissioners Wednesday for Muxie Distributing. The county remains dedicated to pushing for further revitalization, aiming to turn long-dormant sites into active contributors to the local economy, Dutton says.

While Belmont County did not directly fund the Technocap project, Dutton underscored the significance of state-level support.

“JobsOhio exists to invest in projects that benefit Ohio and Belmont County. This expansion is a prime example of that mission in action,” Dutton explained.

Dutton says the Belmont County Port Authority also played a crucial role in facilitating discussions between Technocap and state partners.

“The Port Authority works daily with OhioSE and JobsOhio, ensuring these projects come to life,” Dutton explained. “Strong relationships are key to making these investments happen.”

As Technocap prepares to expand to its new Bellaire location, local leaders remain optimistic about the future. “This is just the beginning,” said Dutton. “We’re committed to supporting projects like this and continuing to strengthen Belmont County’s economic foundation.”

EBT Card Outage Hits Ohio and Several States

COLUMBUS, Ohio — Electronic Benefit Transfer (EBT) cards used for food assistance were temporarily unable to complete transactions Sunday afternoon in Ohio and several other states, according to the Ohio Department of Job and Family Services (ODJFS).

The outage began around noon, causing widespread frustration among cardholders attempting to make purchases. The disruption was linked to an issue with the state’s EBT vendor, Conduent, which ODJFS says fixed the outage by 3:30 p.m.

Anyone still experiencing card issues should call their local DJFS office.

Robert “Bob” Vincenzo, Longtime St. Clairsville Mayor, Dies at 92

ST. CLAIRSVILLE, Ohio — Robert “Bob” Vincenzo, who devoted nearly four decades to public service in St. Clairsville as a city council member and longtime mayor, passed away Friday, April 25, 2025, at Trinity Hospital in Steubenville. He was 92.

Vincenzo’s impact on the city is profound. After joining city council in 1978 — initially motivated by the simple need for a stoplight — he rose through the ranks, serving as council president and later as mayor from 1992 until his retirement in 2016. Over 24 years as mayor, he guided the city through significant growth and modernization efforts.

Under his leadership, St. Clairsville secured millions of dollars in grants, leading to critical infrastructure upgrades, including new sidewalks, curbs, and improvements to the city’s water, sewage, and electrical systems. He also helped bring to life the community garden and Bike Trail, facilitated the purchase of land for a new football stadium for the schools, and oversaw the development of a children’s playground and an amphitheater. His dedication earned St. Clairsville national and international recognition through America in Bloom.

In a lasting tribute to his service, a park bench honoring Vincenzo sits in front of the Municipal Building, and a clock tower, donated by his wife Dr. Lorrinda Saxby in honor of his birthday, stands proudly as the Vincenzo Clock at the Belmont County Courthouse.

Beyond his mayoral duties, Vincenzo’s public service included leadership roles such as president of the Ohio Mayor’s Association and the Ohio Municipal League, chairman of the BEL-O-MAR Regional Planning Council, and trustee of the Ohio Municipal Electric Association. He also served on the Belmont County Community Improvement Corporation, MRDD-Belco board, and the Belmont College Foundation Board. Belmont College recognized his contributions with a leaf on their Heritage Tree in 2015.

Vincenzo also had a successful career outside politics, working for decades in his family’s construction business, F. H. Vincenzo and Sons, founded by his father in 1918. The company built homes, banks, churches, and other commercial buildings across the region.

Proud of his Italian heritage, Vincenzo was a longtime member of the Sons of Italy in Bellaire.

No injuries in Wheeling housefire

WHEELING, W.Va. – Just before 2 p.m. Tuesday, the Wheeling Fire Department was called to a housefire on 18th Street in East Wheeling.

The first arriving engine company on the scene reported smoke and fire coming from the front of the house. Firefighters quickly extinguished the flames and ventilated the building.

No one was injured, and the home is believed to have been unoccupied at the time of the incident.

Crews from Engine Co. 2, 4, 5, Rescue 1, Ladder 1, and Squad 2 on A platoon responded to the scene.

A cause remains under investigation. Firefighters cleared the scene around 3 p.m.

Road closure in Wheeling begins today

OHIO COUNTY, W.Va. – The West Virginia Division of Highways issued a traffic advisory for Wheeling beginning today.

A portion of County Route 4 (Clearview Avenue) in Wheeling will be closed from milepost 1.75 to milepost 1.76 from 7 a.m. to 3 p.m. beginning Monday, April 28 through Friday, May 9 for slip repair.

Flaggers will accommodate emergency vehicles and school buses. Motorists are advised to use an alternate route.

Alternate route: Use WV 2 or County Route 3 (Cherry Hill Road) or County Route 3/1
(Highland Avenue).

Inclement weather or unforeseen circumstances could change the project schedule.
