Belmont County Commissioners discuss dog and kennel fund donations, infrastructure in April 9 meeting

ST. CLAIRSVILLE, Ohio — The Belmont County Commissioners convened for their regular meeting Wednesday, April 9, approving a series of kennel fund donations, financial transfers, project authorizations, and infrastructure investments across the county.

Commissioners acknowledged receipt of $9,765 in unspecified donations to the Belmont County Dog and Kennel fund for the fourth quarter of 2024 plus receipt of $31,763 in unspecified donations to the same fund in the first quarter of 2025.

The board unanimously approved a fund transfer of $972,000 to $174,000 to cover hospitalization chargebacks for March and April 2025.

The commissioners acknowledged receipt of both the county treasurer’s March 2025 interest report and investment portfolio and the county auditor’s financial report for the same month.

Travel authorizations were granted for various county employees attending business-related events in Cambridge and Granville, both in Ohio.

They approved a new carpet for the commissioners’ office staff area for $3,929 from Flag Floors of Barnesville.

Commissioners also approved a proposal from $3,270 from LaRoche Tree Services to remove a large, dead tree at the Belmont County Oakview Juvenile Center.

The board also approved:

  • $122,750 consultant agreement with New River Engineers, Inc. for material testing related to the Records & Health Department building project.
  • A resurfacing contract award of $501,969 to NLS Paving for the Hospital Road and Alternate Hospital Road Project
  • Final resolution adoption for the BELCR-4 Collins Run Bridge project with an estimated LPA share of $843,000. This project replaces CR 4 bridge over Glenns Run
  • $100,835 payment to Border Patrol LLC for ongoing restroom and shower renovations at the Juvenile Center.
  • $25,474 change order for the Blaine Health Sewer Project due to additional equipment installations, raising the project total to $1.2 million.

Further, the board:

  • Approved the S-70 fund request by Senior Services to fund food purchases during mandatory trainings.
  • Established a new vendors’ license fund, splitting proceeds 50/50 between the State of Ohio’s Organized Crime Commission and the county’s general fund.
  • Authorized $2,580 to Great Lakes Community Action Partnership to conduct a moderate-income survey required for HUD Community Development Block Grant eligibility involving a water system in western Belmont County near Barnesville and the Guernsey County line

Commission President J.P. Dutton emphasized the importance of ongoing infrastructure investments, especially with bridge safety being a top priority.

The Belmont County Commissioners will hold their next regular meeting on Wednesday, April 16 at 10 a.m. at the Belmont County Courthouse.
