Gov. Morrisey Calls for Pay Raises, Tax Cuts, and $100 Million for Roads in W.Va. State of the State Address

CHARLESTON, W.Va. – West Virginia Governor Patrick Morrisey outlined his priorities for the year during the 2026 State of the State address Wednesday night, kicking off the regular session of the West Virginia Legislature.

In his speech, Morrisey called on lawmakers to approve a three percent pay raise for state employees and a ten percent cut to the state income tax. He also asked the legislature to allocate an additional $100 million for improvements to highways and bridges across the state.

The governor said investing in infrastructure is key to economic growth and public safety, while tax relief and higher wages would help families manage rising costs.

Morrisey also signaled that lawmakers will face a debate over the future of the Public Employees Insurance Agency, suggesting potential changes could be discussed during the session.

The address set the tone for what is expected to be a wide-ranging legislative session focused on infrastructure, taxes, and state employee benefits.
