Rulli Introduces Bill Aimed at Expanding Health Insurance Options

WASHINGTON, D.C. — U.S. Representative Michael Rulli has introduced legislation that would expand health insurance options available through the federal health insurance marketplace.

The proposed Patient Choice and Access Act would allow certain health insurance plans to participate in the Affordable Care Act (ACA) exchange without maintaining a traditional provider network.

Supporters of the legislation say the measure would provide consumers with greater flexibility when choosing healthcare coverage and allow patients to seek treatment from a broader range of medical providers.

According to Rulli, the bill is designed to give individuals more control over their healthcare decisions, particularly in rural areas where provider options may be limited.

Under the proposal, health plans without provider networks would still be required to provide consumers with clear information regarding expected out-of-pocket costs, available benefits, and provider payment structures.

The legislation would also require participating insurers to offer customer service resources and tools to help policyholders locate healthcare providers willing to accept the plan’s reimbursement rates.

If approved, the measure would take effect beginning with health plans offered for the 2027 coverage year.

The bill has been introduced in the U.S. House of Representatives and will now move through the legislative process for consideration.
